6 Thuriday, July 30, 1959 GOLDILOCKS FACED NOTHING LIKE THIS Mrs. Robert Cole is a bit appre hensive as she surveys a group of polar and brown bears mounted for their owners by Jonas Brothers of Seattle. All the bears were killed this year. The polar bears were shot in an area from Nome north to Point Barrow, Alaska, and stand about 10 feet high and weigh up to 1,600 pounds. The brown bears were shot at Kodiak on the Alaska peninsula and weigh about 1.100 pounds.

(AP Wirephoto) Novato Lity Petition Signatures, iax Rate Issues In Radio Debate A radio debate on incorporation of Novato today centered on two points: The validity of some of the incorporation petition signatures and the tax rate of the future city. The debaters were two Home Rule Committee members, James S. Rose, an insurance agent, and Dr. George E. McDaniel, a veterinarian, and two opponents of incorporation.

Capt. Hugo E. Clever, retired from the merchant marine, and James L. Talbot, research en-! gineer for an oil company in San Francisco. Talbot, who is chairman of! the West Novato Associates, said he has no objection to the! downtown business area incor- porating but he objected to area being included in the proposed city of Novato.

Another questioner wanted to know if it was legal for a directors to sign a petition in the name of the corporation.

Rose again replied in the affirmative, citing the opinion of attorneys who belong to the Home Rule committee and the deputy county counsel. The tax question was introduced by Captain Clever, who urged listeners to up with those of us trying to save your property and our own from a $12 city tax rate. Questioned on wTiere he obtained a $12 tax rate figure, Captain Clever said from Rose noted that the highest total tax rate now paid by No- RUGS DIRTY? vato area residents is $9.54 and that Captain figure implies a $2 40 Novato city tax rate added to it. Rose said this was completely at variance the estimates contained in a report made this January by Public Affairs Research of Oakland. A proposed Novato city i budget of $381.890 included in! the report would be financed mainly by state subventions miscellaneous local fees! with only 21 cents in property tax required.

Dr. McDaniel said. The Novato veterinarian said I residents now paying a Novato! District tax levy of1' 26 cents and those paying a 23-1 cent tax rate in Loma Verde would pay less with a 21-eent Novato city property tax. Others within the boundaries of the proposed new citv would have an average $6.30 increase on their annual tax bills, Dr McDaniel said. A question raised by Captain Clever which remained unanswered was why the proposed Novato site for a state college was not included within the area advocated for incorporation.

To Plan Park Fill, Drainage The Corte Madera Park and Recreation Commission last night asked Town Manager Arthur H. Brandow to present a fill and drainage plan for the 22-acre town park to the planning commission and council. Commissioner Bruce Goecker said today that once the plan is adopted, the commission can call for bids for placement of fill on a portion of the park site.

Goecker said the commission hopes the $16,000 budgeted by the council for 1959-60 will provide enough fill for two of the eight park development units. About 30.000 cubic yards of earth will be needed for the first tw'o units, which are in the vicinity of Tamalpais drive, the Corte Madera Recreation Center, the tennis court area and the swimming pool site. The entire park will require approximately 125,000 cubic yards of fill. Mineral Content High In Muir Beach Water Directors of the Muir Beach Community Services District last night received a report from Ionics, water testing laboratory, that the water produced in the area contains the highest percentage of iron and manganese the laboratory has ever encountered. In addition, they said, the water contains salts of various kinds.

These materials are not i harmful, district secretary-1 manager John White noted. A filter to remove the iron and! manganese cost $10,000: and a system to take out the salts another $25,000, he said. redw'ood storage tank to cost $16,500. White reported the water level in the well had remained constant during July and thus far no water shortage has been experienced. He reported installation of a new pump at the well.
