Agencies Dispute Site of Cemetery By Bob Wacker The White House has been asked to settle a dispute between the Veterans Administration and the Department of Agriculture over whether 902 acres of prime farmland in Calver ion should be turned into a cemetery. The department contends that the VA proposal should be abandoned because it violates guidelines set by the President's Council on Environmental Quality, which has urged the preservation of farmland. Unless either agency backs off, the panel will hear arguments and make a recommendation to President Carter's chief domestic adviser, Stuart Eizenstat, who will make the decision. The Agriculture Department challenge, which grew out of a meeting in Washington July 11, revived a dispute many thought had been concluded when the VA let $1 million worth of contracts and began conversion of 38 acres of the property in March. The VA wants to establish a new cemetery because the Nasional Cemetery at Pinelawn is fearing capacity.

Closing of the cemetery, which had been scheduled for January, has been postponed repeatedly and now is scheduled for September. VA officials have said it takes 18 months to four years to acquire land and prepare a new cemetery. The site, is one of three tracts near the Grumman Aerospace facility owned by the Navy. At a hearing in Riverhead last July, farmers, planning officials and agriculture department officials urged use of one of the other tracts, while members of Congress from Long Island and leaders of veterans' organizations endorsed the VA choice. The next step, according to Guy McMichael, general counsel of the VA, should be a meeting with the Agriculture Department's general counsel, "to settle this McMichael said the VA would not change its choice.

And Robert Smythe, speaking for the President's Environmental Quality Group, said, "The Department of Agriculture in the last three years has developed a policy that they will be an advocate for the protection of prime agricultural land. The Council on Environmental Quality has similarly expressed a concern. We're losing as much as a million acres of prime agricultural land every year. We can't go on." Crawford, a retired Air Force major gen- Crawford, 77, died Monday of a heart attack at his home at 4 Bonnie Northport. Born in Mt. Sterling, he graduated from West Point in 1923 and spent the next 30 years in the military before retiring in 1953. After his retirement, he returned to Europe, where he spent two years as vice president of Republic Aviation's European Division. In 1955, he became Republic's vice president for engineering and moved to Northport.

He retired in 1957. From 1941 to 1944, he was chief of staff for supply and procurement operations at Wright-Patterson Air Force Base in Dayton, Ohio. In 1944-45 he was chief of Air Force supply operations in the Mediterranean. From 1945 to 1947 he was chief of research and development at the Pentagon in Washington, D.C., where he was instrumental in the development of guided missiles. From 1948 to 1949, he was commanding general of the 12th Air Force Reserve in San Antonio, Texas.

And from 1949 to 1953, he was supply commander for the U.S. Armed Forces in Europe. Survivors include his wife, Virginia; a daughter, Joan Crawford of a son, Alden R. of Naples, Fla. and six grandchildren.
