Only Target Of Botulism WASHINGTON (UP!) -Dr. Virgil 0. Wodicka, director of the Food and Drug Administration (FDA) Bureau of Foods, said today soup is no more suc.eptible to deadly botulism poisoning than any other canned food. Botulism poison is produced only by bacteria growth in a vacuum. Processors gaurd against it by pressure cooking all filled cans to kill bacteria inside.

completely Wodicka said of the successive discoveries of botulism in two brands of soup Bon Vivant and He said soup requires less sterilization time than many other canned foods. wich produces an estimated 80 per cent of the canned soup, Tuesday recalled 53,280 cans of vegetarian vegetable soup, lot 15CT-7B1X, on top of its earlier recall of 200,000 cans of chicken vegetable soup. Both lots were produced at the Paris, cannery, described by a spokesman as newest and best soup Botulism was found in samples of the chicken vegetable soup. The FDA said Tuesday its inspectors found spore- bearing bacteria in some cans of vegetarian vegetable soup, raising the possibility of botulism contamination. Tests with mice were under way to determine whether the soup also contained botulism.

The FDA said some the vegetarian vegetable cans were in a bulging and swollen condition, indicating bacteriological contamination. A spokesman said, this kind of bacteria can survive, it is also possible that the botulism organism can No deaths were traced to the soup, but botulism contamination of Bon Vivant vichyssoise soup killed a Long Island, N.Y., man last July and paralyzed his wife. In an interview, Wodicka said the Bon Vivant contamination was traced to a defective can seamer machine that attaches the lid to filled cans. Founded 1885. Racism State School Chief Riles Report Draws Eyes Sales, Income Taxes Praise at Top By JOHN HALL WASHINGTON (UPI)-President Nixon has invoked executive privilege to avert a confrontation with Congress and an immediate halt to the foreign military assistance program. It was only the second time the administration has used the tactic -the previous case being in June, 1970, when it was invoked to keep FBI reports out of the hands of a House subcommittee.

But it marked another chapter in the battle between Congress and the executive branch over requests for secret information, and beyond that the more basic question of what role Congress should play in the foreign policy field. Nixon used the procedure Tuesday to keep the Senate Foreign Relations Committee from obtaining a copy of a five year plan on military assistance to foreign countries. He contended the document was a private exchange of views within the executive branch and if it were shared with Congress full, frank and healthy expression of opinion which is essential for the successful administration of government would be But Foreign Relations Chairman J. William Fulbright, said the committee must have the five- year plan before it can make a judgment on whether to continue the $705 million- a-year military assistance program, which contains funds to arm Cambodia, Laos and 28 other countries and which he contends couki draw the United States into another Vietnam-style war. refusal of the executive branch to provide this material for use of the Senate even on a confidential basis makes it most difficult to he said.

The report, compiled by a 15-man team through a six- month study of conditions at 15 ATC bases, was dated July 26 but made public Tuesday after portions of it had been leaked to the press. The investigating team, made up of both officers and enlisted men, included four blacks and two Mexican- Americans.

state Supreme landmark school finance decision as a powerful new lever to raise more money for local education. Riles, state superintendent public instruction and schoolmaster for 4.3 million elementary and high school students, said he leaned now toward increases in the state sales and personal income taxes. would hope that we could take a look at the sales tax, take a look at income tax, and perhaps come up with a combination that would be Riles said. He and the Democratic chairmen of the education committees, Sen. Albert S.

Rodda and Assemblyman Leroy F. Greene, discussed alternative sources of financing local schools in the wake of the state landmark decision. The court held that system of paying for education, which relies heavily on the local property tax for more than half its revenue, is illegal because it discriminates against the poor. substance of this thing Is that going to cost the state Rodda said. Suddenly propelled by the court into new prominence was the statewide property tax, a proposed Robin Hood method of equalizing school funds between wealthy and poor districts.

Similar proposals have been defeated in the past, often on the contention of rich districts who insist that sharing their wealth with the poor would drastically downgrade the quality of their own educational programs. would be extremely unfortunate if we ended up making everyone Riles said. not interested in sharing Basically, under a statewide property tax the state would get first call on locally raised money for education. The rev- enue would be sent to Sacra- and redistributed among all districts on a more equitable basis. But even with a statewide property tax of $3.75 per $100 assessed valuation, the lawmakers and Riles said more state aid would be needed for local schools.

has to be a new infusion of state Rodda said, noting that last year a blue-ribbon committee which studied educational finance recommended a boost of $400 million in state aid. Riles said coupled with a statewide property tax a $500 million infusion could erase most inequities between rich and poor districts, provided there was an effective distribution formula and an formula. Greene and Rodda said they doubted the legislature would enact legislation which would comply with the ruling this year. School starts next week and most school budgets are already firmed up.
