England's Fleet Ready to Care For Alfonso's Wife and Children. London, Oct. 12. No matter what the republicans of Spain may do within the next week, the leaders have been quietly informed that they must count on England to protect the Spanish queen and her children. England is not so worried over Alfonso, but it does care for the queen, and the leaders against the throne are warning the most active plotters that no harm must be done to the queen if they ever hope to follow the lead of Portugal.

It is understood that England has a number of warships under sealed orders. These orders are not to be opened until next Sunday, when the republicans promise a country wide Jemonstration against the government. LIFE SENTENCE. Chicago Jurist Tells of Horrors In Sentencing Murderer. Chicago, Oct.

12. Life imprisonment in the penitentiary was declared by Judge Marcus Kavauagh to be a more terrible punishment than hanging. The judge in sentencing Joseph Welcome to life imprisonment for murder contrasted death with the tortured 3oul of a man in solitary confinement and told the prisoner that it was not correct to regard the death penalty as the most severe punishment that could be inflicted. Welcome pleaded guilty to having murdered Mrs. Mary McLean on March.

22, 1010. lie changed his plea from not guilty after eight jurors had been chosen. In sentencing the mau Judge Ktiva-aagh said: "Welcome, you committed i terrible crime. Your punishment is to be more terrible still. "The instinctive, unreasoning horror of mankind regai-ds death as a severe punishment.

This idea is not correct. You are now to receive a sterner punishment. Your victim died but once; you die a hundred times. You will suffer more the day you put an clothes than she did in her death. After that there will be only the hopeless, painful years from Jay to day, from month to month, stretching out forever and in agony.

"In four or-five years the eternal solitude and alienee will begin to crush In upon you like an iron weight. You hear that street car bell ringing in the street as it passes now? You will remember it in after years as the most, Bxquisite music. It will mean hurrying crowds that go where they like and do as they please. It will mean the greatest of all pleasures freedom. "You can only dream of it by day and by night, and your dream will be torture unbearable." IRISH AVIATOR BADLY HURT.

BY RABBI LEISER (Continued From Page One.) conventions ot the world and the frown and scorn of friends, weaponed only by the approval of his conscience must be accorded as great, even greater glory than he who retraceshis steps because condemned by his own conscience. "There is a picture left us by Hoi-man Hunt which pictures one-overtaken by conscience. It is difficult to portray because the agony can not be vivified.

It is merely reflection. And in this light is the Day of Atonement, especially this evening which reminds us of ourselves and our career, to be celebrated. This evening is the visitation of conscience. For the Day of Atonement symbolizes the lofty and exalted ideals and possibilities of the eternally right and true and good. Tonight if ever one hears the voice of conscience speaking.

Happy is he who has ears to hear, and willingly harkens unto her words. For it means peace in the later end, peace of mind that is not submission, but a peace of mind that results from tthe consciousness of having done This evening replete with significance, is a Day of God that 'comes to judge each one. Conscience relies on this recollection. Tonight we hear the solemn words that are to prepare us for the long eventful days of lrfe. This evening gives us a pattern to follow, a rtirortinn for our Dilirrimaee and pur pose in our efforts so that we may not follow phantoms, Dut Denamg our brow to the task and our hand to the plow do our daily work, overcoming disappointment, and privation; pain and failure.

Conscience is invoked this evening to tell each one of us wherein we have fallen short of what was expected of us. True it is the inner voice that speaks and the inner light that glows over the pages of our records.

This too is conscience, busy telling us to rise and attain a nobler end. "To each of us in our human relations, conscience has a verdict to render. To men who go about their labors thriftily it reminds them of thtiir 1iiHps tnwa.r'ris their citv. their 'country. How neglectful have men become of these ci'ic duties.

The scandal of democracy is the neglect of its citizens to concern themselves in government. Has not conscience occasion to speak a strong, Idud ad-' nlonition? We have Jgnored state. Brigadier Gen eral Arthur Murray, chief iof coast ar tillery, in his annual report to the war (department, on the efficiency and per sonnel of the service strongly advocates an increased detail of artillery troops to man the coast defenses. 'It is believed to be established be- j-ond dispute," says General Murray, "that in order to insure efficient han dling of our coast defenses in time of war it is necessary that we should maintain in time of peace at least one if nil manning detail of coast artillery troops. This view has been expressed repeatedly not only by myself and my predecessors as chief of artillery, but practically by all general officers who (have commanded departments contaiu-Bng a preponderance of coast artillery. This view has also been expressed from time to time by various secretaries of war and leading members of the military committees of congress. In fact.

think it quite safe to say that it is fwholly accepted by, all who have au Butimate knowledge of the conditions Bnd requirements of our coast defenses. Tn" time of war we must have at jcach place liable to attack such a (number of coast artillery troops that jthey will be sufficient not only to form a full manuing detail, but to maintain in full manning detail, allowing absentees, sick and wounded. And in Jcase of long continued attack or teiogo it is more than probable that jit will be necessary to maintain more jthan one full manning detail in order jto provide reliefs."
