FCC Sets LI Hearing Date A hearing date- 20-has been set by the Federal Communications Commission to sound out plans of the Island Broadcasting System to put television Ch. 55 on the air. If the company's plans and financial status are found to be satisfactory, the most likely company timetable would have the station broadcasting from Riverhead in about two years. Actually, Ch. 55 is one of two ultra-high frequency outlets set aside by the FCC for Long Island at the moment, both in Suffolk County.

Two firms are currently 111 the running for Ch. 67, which would serve western Suffolk, most likely broadcasting out of Patchogue. They are the Granik Broadcasting Co. and Medallion Pictures, both of New York. Heading the Island Broadcasting System is Edward W.

Wood Jr. of Peconic, who is president and general manager. The system now owns WALK AM and FM in Patchogue and WRIV in Riverhead. The TV station would operate from the Northampton hills outside of Riverhead, reaching listeners in the eastern half of Suffolk. Wood is a longtime radio man who got his start with WGN in Chicago on the sales staff.

Among his activities there was the development of the radio serial or soap opera, one of which was the long-run drama of a "woman over 35," Helen Trent. Wood said Friday that one of his concepts for Ch. 55 would be the soap opera. "I believe in that type of broadcasting," he said. In 1940.

Wood was one of the founders of the Mutual Broadcasting System and served as vice president and sales manager for five years, then went to CBS to manage the Housewives Protective League for 14 years. He now runs WALK AM and FM and WRIV jointly with Jerome Feniger, William L. Mulvey and newscaster Chet Huntley. Wood said he hoped to use outside investors to finance the new channel. He estimates the cost of setting it up at about $500,000, more if the station can move into color immediately.

He figures his potential audience by the time he gets on the air would be 450,000 people. Ch. 55, like Ch. 67, faces certain obstacles as the plans are made. For one, community antenna systems (CATV) are growing in the county, as yet unregulated by the FCC, although there is a regulation bill now being Complete TV Schedule Schedule studied in Congress.

But CATV does provide 11 channels of clear reception on the VHF (1 through 13) dial, posing formidable competition for the new channels. Some CATV firms also hope to include some local services on a 12th channel. They already offer weather and other bulletins. Wood said he already has certain agreements which would place Ch. 55 on the CATV dial.

Ch. 55 also faces limitations on the height of its antenna, due to proximity to the Grumman air field in Calverton and the Suffolk County Air Force Base 111 Westhampton Beach. Wood said his antenna, to avoid danger, would have to be no higher than about 445 feet. Programing for Ch. 55 is expected to be mostly films and local shows, much of it for children and housewives.

No network affiliation is contemplated or likely. Wood estimates a staff of about 25 people, 20 of which he'd have to hire. He expects that Ted Marvel, now news director for the radio operation, would be his top TV newsman, too. Wood is 60, has one son, Edward III, now vice president of Ted Bates advertising, in New York. He says his WALK is getting top circulation in Suffolk with a "quality, mature" popular music format.

At the moment, he is not anticipating any problem passing his hearing in September. As for Ch. 67, one of the applicants, Medallion, bought the grant two months ago from the Long Island Video which is owned by the Sunrise Press of Suffolk. Medallion, headed by Ben Schrift of Amityville, is basically a library of feature films, although it also owns Ch. 5 in Fairmount, W.

Va. Plans also call for a local broadcasting concept, though a spokesman for the company said he did not expect an FCC hearing on the matter for at least six months. The other bidder for Ch. 67 is Theodore Granik, a Washington attorney with wide radio and TV interests. He currently heads "Youth Wants to Know" for television.

His bid indicates a transmitter in Brookhaven.
