Indicted Member Quits OTB Board By Bruce Lambert Jr. -Carl Benevento, appointed to the Nassau Off-Track Betting board by County Executive Francis Purcell July 13 and indicted two weeks later for illegal campaign contributions, has quietly resigned his job. Benevento's case has drawn political criticism because he was Purcell's houseguest at the time of his appointment and subsequent indictment. Benevento has since moved. Purcell's office confirmed yesterday that Benevento has resigned and never attended a meeting of OTB directors or collected any pay.

Directors get $100 per meeting, usually once a month. Health reasons were cited in Benevento's letter of resignation, said Purcell's press secretary, James Griffin. A golfing companion and friend of Purcell's for several years, Benevento separated from his family in Westchester and temporarily moved into Purcell's Malverne home in April. There, he suffered a heart attack, then a stroke. He stayed to recuperate under the care of Purcell's wife, Barbara.

The county executive then appointed Benevento to the OTB board. Benevento's subsequent indictment charged that he contributed $11,385, more than double the $5,000 limit, from the Standardbred Owners Association in Westbury to politicians in 1979 campaigns. Benevento, who last year was fired from his job as head of the association, pleaded guilty to the charges, which Purcell described as technicalities. John Matthews, the Democratic candidate running against Purcell, assailed the Benevento appointment as improper. Repairs to Clog Bridges The Associated Press Construction will tie up parts of two East River bridges in the coming months, the Transportation Department said yesterday, elaborating on plans for the Queensboro Bridge and announcing a nine-month curtailment of traffic on the Williamsburg Bridge.

Beginning Monday, the upper roadway of the Queensboro Bridge will be limited to Manhattanbound traffic during peak morning hours while construction work is being done on the existing Queens ramps, the department said. The upper roadway will be Queens-bound only during evening traffic hours, it said. Peak hours are from 7 AM to 10 AM and 3 PM to 7 PM. The Manhattan-bound upper roadway will be open at all other times, including weekends. The Queens-bound upper roadway will be closed until repairs, beginning at 7 AM tomorrow are completed.

The lower roadway will be open to two-way traffic at all times. In addition, the Transportation Department announced that the Brooklyn-bound outer roadway of the Williamsburg Bridge will be closed for nine months, beginning Monday, while it is being rehabilitated. To avoid delays, the department advised motorists to use the Manhattan or Brooklyn Bridges. Truck drivers were advised to use the Manhattan Bridge or the Brooklyn Battery Tunnel as alternate routes. The Williamsburg will be closed to Brooklynbound trucks and commercial traffic for nine months because the inner roadway is not high or wide enough for trucks.

5 Held in Store Break-In Freeport It was a beer bust, of sorts. Police were called to the Gouz Dairy at 120 N. Main St. shortly before midnight Wednesday after being alerted that a crowd had gathered in front of the store. Officers said someone had kicked in the front door, and about 10 people were carrying cases of beer out of the store.

Five of the thieves were apprehended, police said, after having taken about 30 cases of beer. Three of the five were juveniles, police said, and their cases were referred to Family Court. Darry Roberts, 20, of 25 Buffalo was charged with third-degree burglary, second-degree attempted assault and resisting arrest and Kevin Johnson, 18, of 49 Allers Roosevelt, was charged with third-degree burglary. Roberts was held in lieu of $2,000 bail to await a hearing Tuesday. Johnson was released to the custody of the Nassau Probation Department.
