7 14 21 28 MOON'S PHASES. 4 rd LZ a.m. 0:31 a.m. THE was pretty badly shaken up yesterday and has gotten quite hot about it. Tax ease with which Frederick firemen win prizes is only equalled by their skill in patting ont fires.

IT is a little early, of course, but nerertheless we suggest that it would be appropriate for Frederick to invite Harjrertown and Martinsburg to spend the Fourth here next year. WE are curious to know whether the belled buzzard really did spend the Fourth with its Hagerstown friends. As this interesting bird, which up alxct Huntingdon. last week, was seen in our county on Monday we are inclined to think that it must hare bsen on its way to Hagerstown. THE minister who delivered the address at the funeral of Rear Admiral Philip at Annapolis ou Tuesday quoted from his great example stand, Colossal in every land." This was a statement fitting for the occasion.

Admiral Philip was a man of noble character and his life may well serve as an example, not only for officers of onr navy but for all men. An Ignored Ordinance. Many persons must have pondered yesterday, upon the fact that, while it had been gravely proclaimed to the public that it was forbidden by an ordinance to shoot pistols or firecrackers upon the streets of Frederick and that anybody violating this ordinance wonld be liable to arrest and punishment, there appeared to he no effort on the part of anybody to it. Firecrackers, big and little, were set off in all parts of the city almost continuously from daybreak until late at night and boys walked fcoldly along the streets with pistols in their hands, firing blank cartridges. The police, who, we presume, went their customary rounds during the day, un doubtedly were aware of this wholesale violation of the ordinance, and must frequently have seen persons in the act of setting off firecrackers or shooting pistols, but there was not, we believe, a arrest for this offence.

We do not believe that any body was terioasly hurt by the noise yesterday and we are glad that the boys had a good time and that nobody had his fun spoiled by being arrested and made to par a fine. It is fortunate, on the whole, for Admiral Dewey that his belated announcement of his willingness to nomination to the Presidency has made so little impression upon the public mind. Since its appearance, it bos been practically ignored in political quarters, and it has died out so quietly with the public that it is hard to say when his candidacy ceased to bo a factor in our political affairs.

This renders Dewey, to the next generation aud those which" are to follow, only a naval character. He will stand very high there, and there will be something approaching oblivion for any ambition that he had beyond it. History will make no account of the episode in politics which he was seduced into attempting the present year, and he is really to be congratulated that it has assumed no greater prominence. In this city on Wednesday James Kelly, 14 years of age, and William Collier. 15 years, were arrested and arraigned before Magistrate Thornton. The crime with which they were charged was swimming in the Schnyl- kill river, near the Spring Garden street bridge. There are no public bath houses in that section, and the bays--as boys will--take to the water to get clean nnd cool. For this the Magistrate committed them to jail for five days.

It has been shown that one of the easiest ways to make criminals is to send boys to The fact itself and the association of the jail of ten break the spirit or corrupt the habits of boys who might otherwise grow up to be good citizens. The people must go through a process of gradual warming up to reach the hot- all-the-time degree of partisanship at which they can welcome extravagant and absurd affirmations.

In the early stage of a campaign they look for moderation and an appearance of reason and fairness. It is clear that some of our contemporaries, esteemed or disesteemed. have their schedules bungled, or are trying to force unseasonable matters. The assertion in one of these that Bryan is "the particular advocate of permitting the natives of the Philippines to burn, plunder and slaughter and to fly at one another's throats" is pro mature. The readers of that paper are cf the extreme type of partisans, but even they can hardly demand October fruit before the Fourth of July.

It is obvious, too. that this is not the time to declare that if Bryan and a Democratic Congress shall be elected, "we shall be plunged into strife with foreign powers, and the gold standard will give way to fifty-cent silver Every experienced newspaper reader knows that statements of this sort should be approached through months of gradually increasing mendacity. If the organs alluded to shall thus begin the conflict with superlative extravagance they will have nothing fitting fox the concluding weeks when the explosive point of partisanship shall have been reached. Soldiers who exhaust their ammunition before the enemy is within range are helpless when the assault comes. The Republican newspapers that assume an air of judicial fairness in the first weeks of the campaign are far more effective as truth twisters whea the period of passion is reached.

Mr. Otho T. Cook, a well-known resident of this county, died Tuesday night, at his home, south of Frederick, of general debility, aged 83 years and 7 He is surrired by a widow, four sons ac three daughters. The funeral took place this afternoon at 2 o'clock from his late residence. Serrices were conducted by Rev.

Mr. Switzer, of the Methodist Church. The pall bearers were George A. Gilbert, Lewis A. Clingan, Adplphus Fearhake and Daniel T.

Interment was made at Kt. Olivet cemetery. C. C. Oarty was the funeral director.

CHARLES F. FILMING. Charles F. Fleming, a well known contractor and builder, of this died at his home, North Market and East Fifth streets, yesterday afternoon, after an illness of four weeks, of Blight's disease, aged 63 years, 1 month and 22 days. He leaves a widow, two sins--Messrs.

Charles and John Fleming--and three daughters--Mrs. John Edward Schell and Mrs. Frank Smith, of Frederick, and Mrs. William Michael, of Washington. His funeral will take place on Friday at 4 o'clock.
