There la no more important the material welfare and pro? gress ol Virginia than the improvement her public roads and highways. This is demanded alike by city and country. public roads would enhance the value farm lands and products and raakeTnuntry life more desirable and de? lightful They would also greatly add to the trade and business of the cities.

The extension of rural delivery in the country further increases the necessity lor good mads. The enhanced value of property and products, the demand that would arise lor farm lands, tbe Impetus which would tie given to Immigration, and the improved trade and business, all of which would Inevitably come from good roads, would more than pay for tbe expenditures of money and labor necessary to obtain tbem. 1 believe a combined system ofexpendltnre of money and labor by local, State and federal au? thorities would accomplish good resulte in this direction. The State can derive, no greater benefits from the expenditure of public money than lor education and for tbe improvement of her public roads. Under law, the Governor ol the State is empowered to make appointment? to ollice, to till many vacancies to positions, i to appoint the members of the Corpora-1 tion Cnunnlseion and ths varions hoards ol the State institutions.

If 1 should be elected Governor I would be controlled I absolutely in the discharge of these dntiee by what I believe to lie to the best Inter est of the State and her people I have made no promise to anyone for any posi? tion or appointment. I make none If 1 am elected Governor, I shall rece ve the blata absolutely untrammelled, un pledged, and nnder obligations alone to tbe people to discharge Its dnties faith? fully, fearlessly and to their best interest.
