DOUBLE TAXATION One of the most unjust provisions in our tax laws is that which double taxes capital by taxing both the mortgage and the property that secures the mortgage This is notonly double taxation that directly and seriously injures the state by keeping out foreign capital and driving out home capital We cannot tell the extent to which either expul lion or fencing out goes because it is to the interest of those most directly concerned to keep their own council but we do know that capital always timid 10th to stay and will not readily go where it is the law that it shall be doubly each county the right to yotq a school tax for the purse of extending the school term in the rural districts It does not affect cities of the first second third or fourth classes or any district that is maintaining a graded school under the pro visions of the general graded school law or any city that may be maintaining a graded school under special charter granted under the old constitution The election is to be ordered by the county judge on a petition signed by a number of voters and taxpayers equal to 25 per cent of the votes cast at the last general election The election will have to be held at the regular November election and will be by secret ballot The bill provides that the peti tionmnst set out the amount of tax to be voted and that it cannot exceed 15 cents xm the 100 worth of property It provides that the tax shall be collected by the sheriff at the same time and in the fame manner that he collect elate and county revenue and that he stateshall shall pay over the tax when collected to the county superintendent who shall uae it in extending the school terms paying each teacher the same salary per month during the extended term as has received from the state during th
