Brezhnev to Washington, warned Israel and its "protect tors" Tuesday that Arab patience in the Middle East is limited. In his speech to the Security Council, Ambassador Yakov A. Malik did not name Israel's "protectors," but 'he left no doubt that he meant the United States, "Israel and its protectors," he said, "should realize that the patience of the Arab peoples, and mot only of the Arab peoples, is not unlimited... "The Soviet Union is against any attempts to bypass the United Nations and its machinery by. unilateral negotiations or mediation." Brezhnev Visit The speech came five days before the arrival of Brezhnev in Washington, where he will confer with President Nixon on a range of topics certain to include the Middle East crisis. Malik's remarks touched off a sharp exchange between himself and the Israeli ambassador, Yosef Tekoaih. He told Malik the late Andrei Vlshinaky, then Soviet foreign minister, advocated such talks in a council speech in 1054. Refusal Unjustified Malik said this was an "exercise in semantics and English grammar" that could not justify Israel's refusal to withdraw from Arab territory | occupied since the 1967 War. "The Security Council can, and has the right to, take the most severe measures against aggressors and to defend states which are victims of aggressors," Malik said. "This can be done only if none of the permanent members, by. an unjust veto, paralyzes the Security Council and takes the aggressor under its wing." High on their agenda are the security conference planned for Helsinki and progress in Vienna toward full- scale negotiations between East and West.on reduction of troops and weapons in Central Europe. Talks Deadlocked But the sources said the preliminary talks in Vienna are deadlocked with the Soviet Union refusing to agree on, a firm date for the troop reduction talks. But a Belgiam government spokesman said the United States has sided with the Soviets. The fire injured at least 42 Firemen Battle Blaze firemen after an explosion in an ink factory. UNIFAX PHILADELPHIA (UPI) Two firemen were killed and at least 42 other firemen were injured Tuesday night in a spectacular eight-alarm fire and explosion at a South Philadelphia ink factory. The foodies of the dead firemen were pulled from the debris of the block-long Frederick Levy Co. building. They were identified as Robert P. Malley, 37, and John Welsh, 33, both married. 'Terrific Explosion' Authorities said a "terrific explosion" occurred shortly after the fire broke out. The deaths and most of the injuries were blamed on the explosion At the height of the blaze in the five-story factory, flames shot 200 feet into the air and thick black smoke covered a 12- square-block area of South Philadelphia. i Firemen surrounded the huge building and played steady streams of water on the building until early today. It took them three hours to bring the blaze under control. Personnel from the nearby Philadelphia Navy Yard assisted city firemen with two large foam trucks. 200 Evacuated Some 200 persons from nearby homes were evacuated to a Red Cross shelter at a Zion Baptist Church. Firemen were hampered by hundreds of smaller explosions in a yard full of 55-gallon ink drums adjoining the factory. The firm manufactured ink for commercial printing. David Kirkpatrick, vice president of the firm, said about 50 employes were working in the building when the fire erupted. He said all managed to escape. "The damage is into the millions," Kirkpatrick said. The inventory alone is worth that much."
