MdbCtnnyfaiwn INDEPENDENT (AM) PRESS-TElEGftAM A-3 -t Pot4 funds studied for Queen Action it inc 0' Box 230 Long Beach Calif 90944 City eyes buyback despite warning by state -V LI By Charles Sutton Staff Writer Long Beach city and harbor officials are continuing to look into the possibility of transferring control of the Queen Mary to the Harbor Department despite warnings from the State Lands Commission that the move could pose legal problems On Tuesday the Board of Harbor Commissioners approved the spending of $50000 on a detailed evaluation of the ship including an assessment of its salvage value The lands commission along with the state attor-ney office warned the city last week that its proposal to use Harbor Department revenues to buy back the commercial leaseholds on the ship part of the plan is probably illegal under the teems of its tide land trust agreement with the state But Randall Verrue acting director of the new tidelands agency said confident that the city can justify the proposed purchases under the trust agreement City officials were -quick to point out that inclusion an uncompromising stand the proposed leasehold purchases terming them illegal city officials said the commission's communication to the city was merely a reiteration of a 1 long-standing policy and did not necessarily rule out the purchases Verrue declined to discuss the proposed pur chases in detail but an informed source in City Hall said the city believes it can make a convincing case for using tidelands money to buy back the leaseholds on the basis ef a past court decision He did not elaborate Since July of last year when the City Council ordered the manager's office to try to consolidate the various activities under a single management city officials have been searching for a way to carry out the council's directive But the leaseholds estimated to be worth $75 to $9 million between them still are in the hands of Speciality Queen Mary which opery ates the restaurants on the ship and PSA which has the hotel resisted unless detailed plans were forwarded to the commission The ijarbor Department study represents partof the cify's effort to comp with the de mand James McJunkin the' new general manager of the port told the harbor board that $30000 of the $50000 authorized for the Queen Mary evaluation already has been spent Part of the money he said covered an underwater inspection of the hull which he said is in good condition" McJunkin said the study actually began a month ago Harbor board member ff (Bud) Ridings later expressed surprise that the city didn't have much of the information now being sought (Harbor Department revenues are in effect tidelandR money and are controlled by the state tideland trust agreement with the city) Although the lands commission appeared to take of the salvage estimate in Hhe Harbor i Department study does nbt mean that the city or the harbor intends to sell the vessel City Manager John Dever said the estimate will simply represent one of several options for dealing with the Queen once the Harbor Department has taken it over assuming the vessel continues to lose money (The tourist attraction is now draining the tideland operating fund at a rate of $2 million a year although according to city projections next loss may be slightly tower because of a new promotional campaign and other efforts to improve the ship) The salvage figure will be included in a report that eventually will be forwarded to the lands commission In addition to questioning the use ofHidelands funds for commercial purposes the commission warned the city that any proposal to transfer control of the ship to the Harbor Department would be LA busing must go slowly Nava testifies mandatory busing of fourth-through sixth-graders would occur next year if voluntary busing fails to sufficiently desegregate schools Students affected would be bused within 30 minutes of their neighborhood schools to integrated learning centers for about nine weeks a year the audience every night and started trading wisecracks with her At that time all the major talk shows were filmed in New York where Miss Miller had lived most of her life Carson and Griffin later moved their shows to California and in 1975 Miss Miller followed and now lives in Hollywood She attends virtually every taping of the Griffin show the staff always reserves a seat for her and takes in the Carson program on Fridays Griffin tapes several programs in Las Vegas every year and Miss Miller is always there too As a spokesman for Griffin said almost become part of the show: a personality in her own right She talks a lot but not always at a convenient time" Mass A friend tells me there is going to be a huge Mass in the Los Angeles Coliseum and that 106000 people will be there How can I find out when it will be and if I could be part of it?
