A-18 Santa Cruz Sentinel Friday, Dec. 19, 1986 One of FBI's most wanted I Vital statistics FUNERALS at SF laundromat nabbed SAN FRANCISCO (AP) One of the FBI's ten most wanted fugitives, who escaped federal authorities last year and allegedly went on to pull off bank robberies in three states, was arrested Thursday, agents said. Joseph William Dougherty, 46, was arrested by FBI agents and U.S. Marshals unarmed and without incident at a laundromat in Antioch, said FBI special agent Richard W. Held.

The FBI had conducted an intensive manhunt for Dougherty in connection with four robberies in which he and his alleged accomplice made off with $800,000 from banks in Missouri, Wisconsin and Washington, Held said. Dougherty is being held in a local county jail and will be arraigned in San Francisco, the FBI said. No date has been set yet. Doughterty's alleged robbery accomplice, Terry Lee Connor, was also a top ten fugitive. He was captured earlier this month in Arlington Heights, 111.

Dougherty and Connor escaped from U.S. Marshals on June 19, 1985, while being transported from the Federal Correctional Institution in El Reno, to the U.S. District Court in Oklahoma City, Okla. "They took a razor and held it to the throat of deputy marshals and escaped," Held said. Held said FBI agents had conducted around-the-clock surveillance on Dougherty acquaintance Robert Barry Butcher, 43, because agents thought he might lead them to Dougherty.

Butcher, who has spent 20 years in prison, was arrested at the laundromat in connection with conspiracy to rob a bank in Antioch, according to Held. An hour after the laundromat arrests, agents arrested an alleged accomplice of Butcher's, William obituaries Elsie L. Brisbin Services are today for Elsie L. The CHP said Brian Santens, address unknown, was riding in a car driven by Kristine Allison, 20, of San Jose, about 8 p.m. when the accident occurred on Highway 9 near Glengarry Road. Santens was treated and released from Community Hospital Thursday night, the hospital reported. The CHP said Allison failed to negotiate a curve and her car hit a dirt embankment.

She was not DA widens brutality investigation of Huntington Park police department Joseph Dougherty Convicted bank robber Fillmore Crouch, 56, of Concord. Crouch, on parole for bank robbery, was attending computer classes in San Francisco when arrested, said the FBI. Crouch was arrested for investigation of conspiracy to rob the bank in Antioch, Held said. Without revealing how the FBI found out about the alleged conspiracy, he said information would be provided when formal charges were filed against the pair. Held said he did not know whether there was a connection between the alleged conspiracy to rob the bank and Dougherty's presence in the small, semi-industrial community about 40 miles east of San Francisco.

Dougherty had been around a lot" after his alleged bank robbery partner; Conner, was arrested, said, and had probably just arrived in the San Francisco Bay area. He said the pair allegedly robbed banks in St. Louis on July 2 and July penitentiary, which is where they're going to end up," Reiner said. He added that Lustig and Roriguez were fired from the department Monday. In Huntington Park, a city about five miles south of downtown Los Angeles, Police Chief Geano Con-tessotto was on vacation and other police officials declined to comment.

However, Reiner said the blame rested squarely with Contessotto and the City Council. "They have allowed this to get out of control," Reiner said. "There is a substantial history of the Huntington Park police department using excessive force on citizens. Instead of taking the kind of action that such allegations would warrant, they've pretty much acted as the apologists for this sort of behavior by the department." Huntington Park Mayor Herbert Hennes did not immediately return telephone calls seeking comment before the City Hall switchboard closed at 5 p.m. Two arrested in with murder of AUBURN (AP) Two more people have been arrested in connection with the murder of a Loomis couple, killings that authorities believe are drug related.

Placer County Sheriff's Capt. Larry Newman said Thursday that John Dyer Bailey, 29, was taken into custody at his Auburn home late Wednesday and booked on charges of conspiracy to commit murder and residential burglary. He was being held in county jail in lieu of $100,000 bail. Deputies also, arrested Yvonne Chow, 23, of Sacramento, on the same charges when she showed up Wednesday in Auburn at the AP Laserphotos Terry Conner Captured early this month 26, 1985, netting about $27,000. On Sept.

2, the pair allegedly robbed a bank in West Allis, Wise, making off with $574,000. Held said the Wisconsin robbery typified the alleged partners' methods. They would identify a bank official, kidnap him the night before the robbery and use him as a hostage in the bank robbery the following day. The two are also suspected of robbing a bank in Hazell Dell, Wash, on July 1, making off with $225,000, Held said. He said none of the bank robbery money was recovered at Dougherty's arrest.

Dougherty, who was on the U.S. Marshals list of 15 most wanted fugitives, is also charged in a federal warrant issued in Oklahoma City with assault on a federal officer for the razor blade escape. Dougherty is also charged for bank robberies in federal warrants issued in Phoenix, Salt Lake City and Reno, Nev. Reiner singled out Lustig's conduct in particular, and called him a "thug." "Right now, and right when this happened, he has six outstanding lawsuits against him and the department alleging brutality on his part and excessive force. And he's only been on the department for three years." The district attorney's special investigations office already was investigating a series of incidents before the Nov.

30 incident, Reiner said. "With this, it's reached the point where we're going to expand the investigation an investigation of the department as a whole." Reiner said the 17-year-old, identified only as "Jaime was stopped by a Huntington Park patrol officer while walking along the street, carrying a paper bag. Lustig and Rodriguez arrived separately at the scene and told the officer they would take over the questioning. connection Loomis couple preliminary court hearing for the original five suspects arrested in the case. Sheriff's investigators believe the deaths stemmed from a territorial dispute among suspected drug dealers. 5327 ARNOLDS Funerals Cremation Burials CONNORS In Pleasanton, California on December 16, 1986. Mr. Christopher S. Connors.

19 NOON -TUES. DEC. 30 5PM LOS ANGELES (AP) Recurring reports of police brutality, capped by charges that two officers tortured a 17-year-old with a stun gun, has led to a major investigation of the Huntington Park police department, District Attorney Ira Reiner said Thursday. Felony brutality charges were filed against officers William Lustig, 31, and Robert Rodriguez, 35, in connection with the Nov. 30 incident, Reiner said.

Among the witnesses was a 16-year-old girl, an explorer scout whom Reiner did not identify, who was riding along with a Huntington Park patrol officer, Reiner said. "She described the screams and the crackle of the electricity," while the 105-pound youth was tortured in the back seat of a police cruiser with his arms handcuffed behind his back, Reiner said.
