The new community boating center will house UC Santa Cruz' boating program, the Santa Cruz Yacht Club, the Coast Guard Auxiliary and will serve as the site for Port Commission meetings. The proposed new facilities are being opposed by a number of Twin Lakes neighborhood homeowners, who say they will transform a "residential area into an industrial loading facilities for commercial fishing boats, a 60-space, two-story parking garage and construction of new office space. In addition, the existing Coast Guard Auxiliary building is to be remodeled and converted to retail use. The project has been in the works for about a year, Foss said. Foss said property owners on Lake and Fifth avenues, immediately adjacent to the harbor, were formally notified of the proposed construction work.

This is the second year the project has gotten funding from the Packard Foundation. Last year, $45,000 was donated.

"Without their support, we would go under," said Charynanne Hawkins, who co-coordinates the 3-year-old project with Maria Castro. "We really are basically funded by Packard." The grant will be used to meet the goals of the project. These include training and support of both English- and Spanish-speaking daycare providers through the licensing process, developing a leadership program for family day-care providers and providing early childhood education classes in Spanish. Some 288 persons participated in the project last year, said Hawkins. Ex-executive will only face one charge WATSONVILLE A former Granite Rock executive, who some have likened to Robin Hood, will be arraigned in Superior Court Dec. 14 on a single charge of embezzlement. David Livingston Byus, 55, had been charged with 17 counts of embezzlement following a lengthy police investigation. But Byus agreed to waive a hearing in Municipal Court on the charges and appear in Superior Court to face a single embezzlement charge. "There is no kind of guarantee on sentencing," said Assistant District Attorney Anna Matheson.

"He gave up his right to a preliminary hearing, and we agreed to file one count of embezzlement against him. But the other counts will be considered for the purposes of sentencing." Byus is accused of buying equipment with Granite Rock's money, and donating the goods to his church and the YMCA, where he was president of the board. He also used some company funds to purchase landscaping for his home. Among the items he he is accused of buying were telephone equipment, tables, chairs, and a copy machine. He allegedly also paid the YMCA's phone bill out of money misappropriaed from Granite Rock.

Some people have likened Byus to Robin Hood, according to Matheson, who said she didn't see the similarity. Byus had been an executive with Granite Rock for about 30 years and resigned shortly before police began investigating the case. The charges stem from incidents that reportedly took place over the last seven years.
