Seahorse involved an international force of more than 30 warships from Australia, Britain, Thailand and the United States, and started Wednesday, May 12 near Manila Bay in the Philippines. As part of SEATO's 29th such wargame exercise, the ships zigzagged across the South China Sea to Bangkok, as a Seahorse "aggressor" force of planes, surface ships and submarines besieged the convoy on a daily basis.

The purpose of the training exercise was to develop teamwork among the SEATO navies. The James D. Kyes protected the convoy against submarine attacks as part of the "hunter- killer" force. Discharged Gas Rates To Be Reduced July 1 Des gas rates will be reduced on July 1 in Iowa communities served by the Peoples Natural Gas Division of Northern Natural Gas Company under a proposal that has been filed with the Iowa Commerce Commission.

Based on 1964 gas consumption the total savings for Iowa gas users will be about $115,000 an nually, according to Gordon Severa, Omaha, Vice President and General Manager for Northern's Peoples Division. The rate reduction is partially due to the lowering of the federal corporate income tax rate from 50 per cent to 48 per cent. This $115,000 reduction is in addition to a reduction made by Peoples Natural Gas in September 1964, The proposed new rates have been filed with the Commerce Commission and are subject to suspension upon investigation or complaint. If not suspended, the lower rates go into effect on July 1. Gas users in all 81 Iowa communities served by Peoples will be eligible for a discount on bills for gas air conditioning.

The discount will amount to 15 per cent for the four months from June through September. Additional rate reductions are planned in 43 of the Iowa communities served by Peoples. In 31 of these communities, residential, commercial and industrial natural gas rates will be reduced. The towns include Anamosa, Arlington, Arnolds Park, Calmar, Cresco, Elkader, Fayette, Fertile, Fostoria, Guttenberg, Hanlontown, Hawkeye, Hopkinton, Ionia, Lamont, Langworthy, Maquoketa, Monona, Monticello, Ossian, Postville, St. Olaf, Strawberry Point, Sumner, Superior, Terril, Tripoli, Wallingford, Waukon and West Union.
