Plan By Katherine Foran The Board of Estimate has cleared the way for construction of the last planned phase of residential development on Roosevelt Island. Late Friday, the board approved the amended development plan for Southtown, a project that will provide 1,956 new housing units on a 19-acre tract just north of Roosevelts tramway, said Martha Thomas, spokeswoman for the Roosevelt Island Operating Corporation. As with the other Roosevelt Island developments, Southtown is to be built as mixed income co-ops and rental units 50 percent at market rate and 50 percent at low- to mid-income, Thomas said. The tract is adjacent to the tramway, the subway and the new public school that is being built on the island. Southtown is the last phase of the original master plan for the island drafted 20 years ago.

The amended plan haa been through all the planning and environmental review and the site1 is now ready for development, Thomas said.
