The Bedford Avenue Bridge over the Brooklyn-Queens Expressway in the Williamsburg section of Brooklyn and four northbound and two southbound lanes of Twelfth Avenue' in Manhattan between 42nd and 57th Streets opened this week. The new bridge, opened yesterday, is part of the states $25-mil-lion rehabilitation of the BQE between Classon and Metropolitan Avenues and is ready just in time for the reopening of the schools and yeshivas in the neighborhood, state officials said. The Triborough Bridge and Tunnel Authority estimated that more than 3 million drivers will go over the agencys seven bridges and two tunnels alone, with this afternoon being the heaviest day. Last year, 882,836 vehicles used TBTA facilities on the Friday of the Labor Day weekend, TBTA spokeswoman Barbara Richardson said. Drivers on Manhattans West Side have endured a summer of elaborate detours and lane-closings as crews demolished the elevated West Side Highway between 42nd and 57th Streets.

But this week, four northbound and two southbound lanes on Twelfth Street reopened ahead of The Eleventh Avenue detour between 42nd and 57th remains in effect until a little later this year, officials stud. Subways, buses and commuter railroads will operate on holiday or weekend schedules on Labor Day, as well. Meanwhile, the 72nd Street subway station on the Broadway-Seventh Avenue line will be closed on Labor Day weekend from midnight Saturday to 5 a.m. Tuesday to undergo 'a facelift. The bad news is that when it reopens, passengers no longer will be able to transfer, between uptown and downtown truing at that station. To relieve congestion at the northern end of the quaint but crowded station, the city Transit Authority will convert the southern end of the. station into a functioning entrance and exit.

Two smaller token booths will replace the one large booth that blocks movement through the middle of the station, the TA said. Separate turnstiles will serve northbound and southbound entrances to trains. The newsstand outside the station will be moved to the south side. While the station is being renovated, passengers should use the 66th and 79th Street stations. Free transfers will be available at both stations for connecting bus service on the M104 buses.

The Court of Appeals refused to hear Espadas appeal, a move that leaves Colon alone on the ballot.

Ruiz, 45, was first elected to the state Senate in 1974 and had been expected to win re-election to fill out the remaining year of his two-year Senate term if he could persuade the courts to allow him on the ballot. But last week, the Appellate Division of state Supreme Court ruled that the former senators conviction for lying on a loan application disqualified him from arty entitlement to hold office for the duration of his unexpired term. The Court of Appeals agreed, saying that the term of office should be considered an integral part of the office itself. The court said removal from office because of a criminal conviction should result in a bar to an officeholders seeking the same office for the duration of the term for which the officer had been elected. Ruiz said yesterday that he still planned to run for Congress, although under state law he would also be permitted to run then for his old state Senate seat.

Albany (AP) The states top court refused yesterday to allow former Bronx state Sen. Israel Ruiz to run in the Sept. 12 Democratic primary for the Beat he lost earlier this year because of a federal felony conviction. With a 6-0 ruling, the state Court of Appeals upheld a lower court decision knocking Ruiz out of the primary thats expected to determine who will fill out the remainder of the former senators two-year term. In the 32nd Senatorial District, winning a Democratic primary is tantamount to election.

Im disappointed, but I wont give up, said Ruiz of the decision. My future is shot for awhile until I can rehabilitate myself. While Ruiz said his quest to recapture his Senate seat was at an end, he vowed to continue with his previous plans to run for a Bronx congressional seat next year. In another Bronx election case, the Court of Appeals ruled unanimously that incumbent New York City Councilman Rafael Castaneira Colon, seeking re-election, could appear on the Democratic primary ballet.
