Sandy Lewie in an alleged scheme to manipulate the stock of Firemans Fund Corp. and also that he parked securities for takeover speculator Ivan Boesky, the man who first implicated Jefferies. Since then, he has testified for the prosecutors in court three times, twice saying that he had helped GAF Corp.s vice chairman in a scheme to manipulate Union Carbide stock, and once saying that he helped corporate raider Paul Bilzerian in schemes to secretly accumulate blocks of stock for takeover plays. If the eentence Lasker chooses follows his comments yesterday, Jefferies will have to serve some time in prison, but less than the three yean to which Lasker sentenced Boesky. After Jefferies lawyer James Paul Linn urged Lasker to give Jefferies a suspended sentence, Lasker noted that he had refused to do that for Boesky and had refused later to reduce Boeskys sentence. linn told Lasker that while Boesky made millions of dollars from his crimes, Jefferies greatest benefit had come indirectly from accommodating the schemes of his customers. Lasker later asked Romano if Jefferies activities were less serious than Boeskys.

Theres absolutely no doubt, Romano said. Lasker also asked Romano to confirm, which he did, that no one had been criminally prosecuted for securities parking before Jefferies committed the crimes. Romano praised Jefferies for the exemplary nature of his cooperation. Jefferies then found his composure, first apologizing for taking everyones time. Im very proud of what Ive done in my life, he began, to which Lasker added, You have reason to be.

But, Jefferies said, I am certainly disgraced by my actions. I knew at the time that I was bending the rules. I felt at the time that all of us in the securities industry were bending the rules. I felt if I got caught, Id get slapped on the wrist.
