Supervisors i approve spending plan County budget totals $3865 million Fairness Doctrine criticized Fresno-area TV news officials say rule unnecessary Fresno-area television station representatives agree that the so-called Fairness Doctrine governing broadcasters is unnecessary with one station manager calling it a rule that can make look like a jackass The representatives were asked to comment on a Federal Communications Commission ruling that the doctrine and coerces and is constitutionally While refusing to repeal the Fairness Doctrine the FCC voted unanimously Wednesday to send a spent a half-hour Friday wrangling over one last item then gave final ap- firoval to a $3865 million budget or 1985-86 After six days of hearings the budget still closely resembled the spending plan county officials had recommended in late July The supervisors approved about $483000 more in expenditures than had originally been recommended The total was about $16 million less than last year's budget A large chunk of the budget is directed at the criminal justice system Allocations in the justice category total $72 million but funds also were approved for four additional courtrooms and part of the new jail Criminal justice concerns also made supervisors reluctant to dig too deeply into contingency funds The county is under a court order to reduce the population in the main jail and the solutions being considered all are expected to cost money The final budget includes a contingency fund of $4 million Another $2 million has been set aside in a general reserve and the supervisors want to leave it untouched so that the county can maintain a high credit rating The most significant changes made by supervisors over the course of the budget hearings were scaling down the proposed cut in BemPaui Kuroda final arguments By BRENDA MOORE Bee staff writer Reacting to pressure from judges Fresno County Supervisor Judy Andreen on Friday reversed her earlier vote to quit paying the jurists' memberships in the California Judges Association The board on Wednesday had voted 3-2 in favor of asking the judges to pay their own $200 membership fees in a cost -cutting move to shave $6400 from the 1985-86 budget of $386 million But during the last two days judges effectively lobbied Andreen to change her vote shifting the majority After the issue was revived by Supervisor Deran Koligian Andreen said she had talked to several judges and received indications that the cut would jeopardize efforts to meet a court order to reduce the county jail population just got a very clear message D-Ky brought his campaign for a new agriculture labor program to Visalia Friday and assured farmers that he is committed to their needs immigration reform bill with Sen Alan Simpson R-Wya died last created the biggest stir in Visalia and the suggestion that people who hire illegal aliens might face criminal penalties drew some heated questions But Mazzoli said there would be no way to enforce the measure without those provisions California fanners hire thousands of workers each year and Visalia-area farmers and labor contractors contend it would be impossibly time-consuming to check each laborer's documents Even worse one said if an illegal alien with forged papers is hired it's the farmer who could go to jaiL Mazzoli conceded that it is a problem area and said that was the reason he down Fresno teen charged with kidnap murder of Egyptian student By ELEANOR GARNER HANNAH Bee staff writer A Fresno Superior Court jury will-resume Monday the deliberations they began Friday in the trial of Robert Ray Campo 18 of Fresno in the murder and kidnapping of Egyptian student Ashraf Bandari last September The defendant tall and thin with shoulder-length hair remained virtually motionless and expressionless as he heard himself described as a willful and callous first-degree murderer by the prosecution and as a confused dupe of an evil scheming woman by the defense attorney in final arguments Friday before Judge James Ardaiz Both the prosecutor Deputy District Attorney Lawrence Jones and the defense attorney Richard Cenci agreed that Julia Hannah Francis 26 planned the killing of Bandari because he had threatened to report her alleged drug use to her probation officer And both attorneys pointed to testimony by several co-defendants that Francis had said Campo then 17 would be less severely dealt with by the law if they were caught because he was a minor Where the prosecution and defense differed sharply was in their arguments that Campo volunteered to shoot Bandari or that he was mesmerized into doing it by Francis and her friends While Jones urged a finding of first-degree murder Cenci argued that the jury should return a verdict of second-degree murder the drawing boards The final project may be a more modest version of the original plan with no bus service limited parking and possibly even higher fees for child care service at the center But school officials say they are determined to see the project completed think eventually get done but it may not be as grand as some people would said Bill Stewart chancellor of die State Center Community
