He was born July 23, 1918 in Coldspring, son of the late Clarence and Martha Krebs Vining, and married the former Geraldine Fehly on July 4, 1942 in Whitewater, Wis. Mr. Vining was a 12-year resident of Boone County, coming here from Whitewater. He was an iron worker employed thru Local No. 498 of Rockford.

He was a U.S. Army veteran of World War II, member of the D.A.V. Blackhawk chapter, and a member of Local No. 498 International Association of Bridge, Structural and Or-' namental Iron Wrokers. Survivors include his wife, Geraldine; two sons, Leonard Vining, of Roscoe and Ronald Vining, of Janeavilk, four brothers, Frank Luebke and HhUip uiebke, both of -Fort Atkinson, and Arthur Luebke and Rodney Luebke, both of Whitewater, two sisters, Mrs.

MiWred Zimmerman of Johnstown Center, and Mrs. Janet Krumm of Whitewater, -nd five grandchildren. He was preceded in death by his step-father, Frank Luebke. Funeral services will be at 10:30 a.m. Thursday in the Witbeck-Wheeler-Sabien Funeral Home with the Rev.

Ervln 'P. Langholz, pastor of the Living Christ Lutheran Church of Loves Park, officiating. Burial will be in Belvidere Cemtery. Friends may call at the funeral home from 7 to 9 p.m. Wednesday.

In lieu of flowers, donations to the Cancer Fund are welcome. HENRY C. TEGTMAN Henry C. Tegtman, 79. of Kingston, died Monday morning at Sycamore Hospital.

He was born in Harlan County, on April 11, 1897, son of George and Harriet George Tegtman. He attended Genoa schools and married the former Fern Aumer on Nov. 21, 1942. Mr. Tegtman was employed by General Electric Company of DeKalb prior to his retirement.

He lived in the Genoa, Kingston and Hampshire areas aU his life and was a member of the Kingston United Methodist Church. Survivors include his wife, Fern; son, Roy of Elgin; three daughters, Laura Uplinger of Kingston, Thelma Palmer of Sycamore, and Mary Miller of Union; two brothers, Albert of Hampshire and Walter, of Spring City, 13 grandchildren and three greatgrandchildren. Funeral services will be conducted at 1:30 p.m. Wednesday in the Kingston United Methodist Church with the Rev. Ray Zimmerman officiating.

Burial will be in Kingston Cemetery. Friends may call at the Cooper-Sullivan Funeral Home, Genoa, from 7 to 9 tonight. A memorial fund is being established in his name. Schultz told the board Mayor Francis "Dutch" Whalen suggested the council establish a building fund so the public is aware of the future need for an expanded building. She explained matching funds are needed, even if a grant could be secured to help cover the cost of such a project. Discussions concerning such a building fund should include several social organizations in the community, Pape suggested. He said there is the possibility such a structure could serve the needs of several social agencies, and representatives from each should be part of the planning. Schultz agreed, but explained some senior citizens are so concerned about the future of the center that they wanted to contribute money already.

Establishing a building fund would enable people tq contribute for that specific purpose, she said. Dave Carlson, representative from the Northwestern Illinois Area Agency on Aging (NIAAA), noted most grants need 25 per cent matching local funds. He also cited a recent contribution in Oregon, in which someone donated a $165,000 building for a senior citizen center. Jan Smith, director of the Keen Age Center, said an advisory committee comprised of senior citizens will be established to make recommendations for programs and recreation. Smith also gave the board a report furnished by the NIAAA after an evaluation of the center was completed stating the center has a well-developed program using many resources within and without the community.

Final approval of the Department of Transportation grant for an additional van to be used by the center has not been received. Smith said, but she added it looks promising. SPRING CATALOGS Now Eight ordinances were approved by aldermen during Monday night's Belvidere City Council meeting. The aldermen voted to change the rank of police captain to police sergeant. All police officers currently holding the rank of captain will retain that rank.

The ordinance will be implemented through attrition. The aldermen also approved an ordinance which specifies that the mayor is the immediate supervisor of the chief of police. Previously there had been no exact reference to who supervises the chief. The number of Class A liquor licenses was reduced by two and the number of Class liquor licenses was increased by two in another ordinance. Class licenses permit the sale of liquor on Sunday in establishments which obtain at least 51 per cent of their revenue from food.
