DEATHS AND FUNERALS Carrie Mae Parks Carrie Mae Robinson Dye Parks, 86, of Magnolia Manor, widow of Wiley Dye Sr. and Roy Parks died Thursday, Jan. 9, 2003 at her home. Born in McCormick County, she was a daughter of the late CALLIE PARKS and Missionary Society, Usher Board member, church clerk and first president and member of the Gospel Chorus.

She was a member of Springfield Singing Convention and the Women's Aid Society No. 85. Survivors include three sons, Roy Parks Jr. of Ninety Six, Wiley Dye and Lawrence Parks of Greenwood; two daughters, Corena Harling of Hodges and Jennie V. Faucette of Greenwood; 26 grandchildren, 38 and 13 great-great-grandchildren.

The family is at the home is at the home of her son Wiley Dye, 710 Gray St. Services will be announced by Percival-Tompkins Funeral Home. Jim and Cora Lee Brown Robinson. Penland, of 1929 Martin Road, widower of Christine Patterson Penland, died Wednesday, Jan. 8, 2003 at. Regional Medical Center in Greenwood. Born and reared in Laurens County, I he was a son of the late Andrew Jackson Penland and Theopa Mobley Penland. He was a member of Shepherd's Chapel of Gravette, a retired logging contractor and a published author.

A World War II Army veteran, he received five Battle Stars for service in the Asiatic-Pacific Campaign. Survivors include his caregiver of the home and her family, Claudette Elrod and Larry and Alice Elrod; and a sister, Josie Rhodes of Clinton. Graveside services are 10 a.m. Saturday in Greenwood Memorial Gardens, conducted by the Rev. Eddie Penland.

Everett Strawhorn ABBEVILLE Thomas Everett "T.E" Strawhorn, 88, of 2646 Highway 20, widower of Nellie Carrington Strawhorn, died Thursday, Jan. 9, 2003. Born in Abbeville County, he was a son of the late James Warren and Margaret Jane Hinton Strawhorn. He was a member of Main Street United Methodist Church, where he was a former president of the Men's Bible Class. He was a retired farmer, retired from Abbeville Mills and was employed by Harris Funeral Home for more than 25 years.

Survivors include a son, James D. Strawhorn of Abbeville; a sister, Florence Gordon of Ware Shoals; two brothers, Waymon "Jack" Strawhorn of Hodges and Edward Van "E.V." Strawhorn of Due West; four grandchildren; three great-grandchildren and a step-granddaughter. Services are at 11 a.m. Saturday at Main Street United Methodist Church, conducted by the Rev. Leon Thompson.

Burial is in Melrose Cemetery. The body will be placed in the church at 10. Visitation is 6-8 tonight at Harris Funeral Home. The family is at the home of his son, James D. Strawhorn, 2658 Highway 20.

Geneva Brewington LAURENS Geneva L. Brewington, 83, of 201 Deering wife of J.M. Brewington, died Thursday, Jan. 9, 2003 at Laurens County Hospital. Born in Joanna, she was a daughter of the late Allen Eugene and Mamie Osborne Lanford.

She retired from the Whitten Center and was a member of Welcome Baptist Church. Survivors include her husband of the home; a son, Jackie Lanford of Laurens; two daughters, Shirley Doolittle of Laurens and Cecile McCoy Esposito of Clinton; two stepchildren, Kathy Hollingsworth of Greenwood and Randy Brewington of Atlanta; nine grandchildren and nine -grandchildren. Graveside services are 11 a.m. Saturday in Pinelawn Memory Gardens. The family is at the home.

She was a master homemaker, a member of the Saluda Home Demonstration Club and a volunteer with the American Red Cross.

He retired from the South Carolina Department of Highways, working in Laurens County in the maintenance department. He was a World War II Army veteran and was of the Baptist faith. Survivors include a son, Pete Miller of Greenwood; a sister, Frances Dikes of Greenwood and three grandchildren. Graveside services are 2 p.m. Saturday in Oakbrook Memorial Park, Greenwood, conducted by the Rev.

Thelma Maiuro ABBEVILLE Thelma Olivia Maiuro, 78, wife of Angelo Maiuro, died Monday, Jan. 6, 2003. Born in Abbeville County, she was a daughter of the late Orr and Olivia Thornton Clinkscales. Survivors include her husband of the home; a daughter, Jacqueline M. Wilson of Montague, N.C.; two sons, Dennis Maiuro of Yardville, N.J., and Dr.

Texas governor calls water deal between U.S., Mexico unacceptable WASHINGTON (AP) Texas Gov.

Rick Perry called an interim water-sharing agreement reached Thursday by the United States and Mexico "unacceptable" because it fails to address Mexico's huge outstanding water debt to his state. Mexico agreed to provide irrigation water to Texas farmers over the next nine months, a State Department official said. Formal announcement of the agreement is expected Friday. The official, asking not to be identified, said Mexico agreed to provide 350,000 acre-feet of water by Sept. 30 and an additional 50,000 more if climatic conditions permit.

Mexico will provide 200,000 acre-feet by the end of January, in time for the growing season. The agreement does not address the remainder of the water debt, which is based on a formula spelled out in a 1944 treaty. The two sides will address that issue later. Texas farmers claim Mexico's inability to meet its obligations has cost them nearly a billion dollars in lost crops since 1992. Perry considered the deal "unacceptable," said his spokeswoman, Kathy Walt.

"He would like the State Department to Mexico for delivery of press water as specified under the treaty and to tie all the negotiations to a long-term water delivery plan," Walt said. The 1944 treaty calls for Mexico to provide 365,000 acre-feet of water annually and for the United States to supply Mexico with four times that from the Colorado River. The United States has complied with the treaty. An acre-foot is the amount of irrigation water it takes to cover one acre to a depth of one foot. It equals 43,560 cubic feet.

State and federal officials say Mexico owes the United States about 1.5 million acre-feet of water, or more than 500 billion gallons. The debt began to mount about 10 years ago. Texas officials say farmers in the region have been hit hard by drought and depend on the water that has been withheld by Mexico. In a statement, Mexico's foreign relations department said the agreement "signified an important step for both countries toward an appropriate solution in a time of drought." A spokesman for President Vicente Fox said the president had no comment on the agreement. 8, 2003 at his home. A son of the late Willie Mae Warren, he was a graduate of Abbeville County Training School and an Army veteran. He was of the Baptist faith. Survivors include two daughters, Daphne Haynes and Tonya Haynes, both of Queens, N.Y.; a sister, Mozelle Belcher of Abbeville; and two grandchildren. The family is at the home of his sister, Mr.

Combs said in November that Mexico has about 3 million acre-feet of water in reserve, compared to 1 million on reserve in the United States.
