It is a recreation of what pathologist Dr Armand Dollinger believes a murder victim may have looked like when he was alive The skeletal remains of the man were found in a field northeast of Corcoran more than a year ago after a resident of the area notified authorities that a stray dog had dragged something that resembled a human head into her yard A search of the area led investigators to more skeletal remains near 6th Avenue and Highway 43 about a half-mile from where the skull was found "We know this man was shot but we are not going to reveal just where because that is something only we and the killer know We do know however that he was shot to death" Orth said The detective said missing-person reports throughout the central valley area were checked but to no avail "The size of the victim the sex and the age failed to match anyone listed as missing" The skeleton is believed to be that of a young man 17 to 21 years of age with dark brown hair who was about 5 feet 2 inches tall and probably weighed about 120 pounds Dollinger placed the time of death as between August and November of 1980 because deterioration indicated the victim had been dead from two to six months Clothing murdering the man's pregnant wife A Tulare County Superior Court jury trial was scheduled July 7 for Michael Hamilton 29 of Bakersfield his sister Carolyn 24 and her boyfriend Gilbert Garay They are accused of the shooting death of Gwendolyn Hamilton 26 and her unborn child Nov 2 as she and her husband returned home from a visit to relatives in Porterville Hamilton had told authorities that his wife was killed while sitting in their disabled pickup truck on Highway 65 near Terra Bella after he had left to get help with a flat tire really don't know why but I just think from his clothing primarily that he was a Mexican-American" the pathologist said Dollinger with the aid of his wife Martha and the detective tried to re-create the head in khopes of identifying the victim "It took a long time because there was a lot to do starting with cleaning up the skull so we could have something to work with" Dollinger said noting none of them devoted full time to the task during the interim projects for the next three years The project involves the construction of two earthen dams on Cottonwood Creek in Northern California The creek flows into the Sacramento River The project is expected to cost $694 million The Bee learned the Reagan administration is proposing the state pay $588 million and the federal government's share be $106 million State officials had expected to pay a much smaller amount The state has not decided whether to accept federal participation in the project However Charles estimated it would pay about $61 million a year for 50 years for the water The state would recover its cost from the farmers who would buy the water for irrigation under the State Water Plan Unlike federal reclamation projects farmers receive no subsidy under the state plan The administration's radically different proposal was given to California officials by Eiland on a nationwide tour he made to outline the new financing changes If California accepts it dam construction could begin in 1984 he said Shoemaker assistant director of the state Department of Water Resources said there is no apparent advantage to the state to accept the federal offer "We might as well do it to spend such a small amount on a major cpst-sharing water project in California that the state may build the project itself The Bee was told Wednesday The federal government's proposal is being interpreted as a Reagan administration signal of what the California water community and the thousands of farmers who buy irrigation water from the state may expect in the way of federal assistance on water impending change in water project financing He said that those who benefit could expect to pay considerably more Under the old way to doing business the federal government would build a project and the state might repay much or all of it over 40 or 50 years What has shaken state officials even more about the Cottonwood Creek project is that they had proposed to pay for the water but nothing for capital costs The dams would be built and owned by the corps Allowing for inflation the state Besides supplying farmers with irrigation water the corps believes the Cottonwood Creek project would provide flood control and enhance the local fishery Shoemaker the DWR assistant director said the department staff will review the project in light of the federal cost-sharing plan and will take the matter to the California Water Commission at its meeting next week in Sacramento If the state decides to build the Cottonwood porject itself it could decide when the project would best fit into the state's overall water plan Shoemaker said.
