Sansivieri Wins Senate Primary Frank Sansivieri won the Democratic nomination in the 15th State Senatorial District in Queens yesterday in a special court-ordered primary election. Sansivieri defeated Michael Albetta and will face 10-term Republican incumbent Martin Knorr in November. With all 210 election districts reporting, the News Election Service reported that Sansivieri received 3,133 votes, or 56 percent, to Albettas 2,429, or 44 percent. Sansivieri hailed his victory as a victory for the people and a repudiation of the Queens Democratic machine once controlled by the late Queens Borough President Donald Manes.

Collins Local Panel to Study Revision of City Taxes A 17-member study commission will examine the impact of proposals to change the citys tax structure, including returning an estimated $250 million in revenue to taxpayers, Mayor Edward Koch and City Council Majority Leader Peter Vallone (D-Queena) announced yesterday. The commission, whose members will indude both representatives from the private and public sectors, will focus during the next five months on the impact of the new federal tax bill on the citys tax system before turning its attention to changing other city tax polides, Koch said. Yesterday it was announced that the insurance company will join Park Tower Realty in developing the four massive office towers that anchor the project. The controversial project to drive out por-nograpy and crime from the theater district is also slated to indude a 750-room hotel, a wholesale merchandise mart and renovation of theaters now used as moviehouses. Park Tower Realty was chosen by the state Urban Development Corporation, the prqjects sponsor, to build the 4.1 million square feet of office space at the intersection of 42nd Street, Seventh Avenue and Broadway.
