The Fresno Bee Tuesday On is 1979 C7 I County will take second look 1 at rural residential zoning Yosemite High former coach files 2 suits McCJatchy Newt Service MADERA Former Yosemite Union High School football coach Steward Roper has filed two law suits totaling $27750000 involving alleged statements made about him Named in the suits are the school Supt Gerald Livesey former Supt Kenneth Savage Jr and Oakhurst residents David Read Valinda Cle-vinger Hal Jackson Barry Bartlett plies which serve agriculture as well as the urban metropolitan area In another action involving the rural residential district the supervi-son approved an amendment which will allow planned unit develop-ments on a limited basis within that zone The only PUD design concept accepted for rural residential districts is one which would retain a two-acre minimum lot size' with easements allowed for common use areas Several potential developers of ch planned unit subdivisions ar ued for more flexibility particular- such planned unit subdivisions ar- 10 The Fresno County Board of Su i pervisors which zoned 7000 acres northeast of the Enterprise Canal for two-acre rural residential develop ment three years ago in the face of strong recommendations against the action is going to take another look at the situation The county Planning Commission a few weeks ago adopted a resolution urging the supervisors to consider a lower density designation for the larca Supervisor John Donaldson placed the recommen- datlon on agenda suggest- ing the board initiate a general plan 1 amendment to back zone the rural residential district north of the En-j terprise Commissioner Lester Leasap-' peared before the board to answer questions about the commission's resolution explaining he commis-sion consensus was to rezone the property AE-20 (exclusive agricultural 20-acre minimum parcels) although the resolution does not specify a particular zone Leas said the commission took the action because of its belief the county's agricultural land should be pre served all costs and because of concerns about protecting the groundwater supply The resolution notes -residents of i the area frequently have testified that water is in snort supply and additional rural residential subdivi- sions may Jeopardize those already living there The supervisors held off action on the rccommendutiun until after they receive an Inventory of the number of acres already subdivided in the district The planning stuff was directed to prepare the inventory for presentation at the Jan 2 meeting The county Planning Commission at one point had recommended the 7000 acres north of the Enterprise along with 10000 acres south of the canal be designated for rural rest dential development When preliminary water studies identified a potential problem however the commission reversed Itself and urged a moratorium on such development until a more detailed groundwater study could be completed Several other public agencies including the cities of Fresno and Clovis also recommended the area be kept in agricultural usage until the water situation was more fully understood However the sentiment of the several hundred persons who turned out for hearings on the matter was heavily in favor of the rural residential zoning and the board majority adopted that zoning for the full17000 acres in the area northeast of Fresno andCIovis Further groundwater studies have indicated it will take several years to determine how much water is available in the area and what effect full two-acre development of the area will have cm the groundwater sup Supervisors OK growth in Christmas will be here before you can say Santa Claus!
