CITY BRIEFS i Carnegie Plans For Office Tower Officials of Carnegie Hall yesterday unveiled plans fin: a 59-story brick office tower to be built on land next door to the land-. mark concert hall on West 57th Street. The $100-million building, to go up just east of the hall, will complement the neo-Renaissance structure built in 1891 and would provide much-needed income and apace fin- expansion, they said. The hall, which lenses its building and the construction site from the city, will sublease the site for 99 years to the developer, the Rockrose Development fend will split the rent payments with the city. The rent for the first 10 years totals $43 million. Construction of the 490, OOO-square-foot building is expected to start next year if it is approved by city boards, including the landmarks Preservation Commission and the Board of Estimate. Carnegie Hall will use about 24,000 square feet for offices, backstage areas, dressing rooms, toilet? and a banquet hall. The architect, Cesar Pelli, said the building will resemble Carnegie Hall, including the uae of similarly colored beige and brown bricks.

"Were not pretending for it to be a piece of the hall or an extension, but a dose member of the family," he said. The building will be the newest arrival in an area booming with luxury condominium and office towers. Across 58th Street, the 71-story City Spires building is rising and just east on 57th Street is the 78-etory Metropolitan Tower. Kevin Flynn Study: Plan Bad For Garden Site United Press International An environmental impact study of a huge development proposed for the old Madison Square Garden-site warns it will significantly increase congestion and pollution and may force small stores out of business. The city study suggested that problems caused by the project could be eased by reducing its size.

A public hearing on the study is scheduled today at City Hall. The draft environmental impact statement was prepared by the Koch administration following a proposal by developer William Zeckendorf to erect a $500-million office and apartment complex on the West Side of Manhattan. The site, bounded by Eighth and Ninth Avenues and 49th and 50th Streets, would contain a 45-story office tower, a 88-story cos dominium tower, and several smaller residential buildings. The block has been vacant and used aa a parking lot since the old Madison Square Garden waa demolished in 1968. The study concluded that the project would dominate the Clinton area, a neighborhood of largely low-income id moderate-income tenements, and warned of boosting the cost of living in the neighborhood.

The increase in office and retail space and additional housing would strain the areas transportation system. "The result would be significant adverse impacts at several locations on the local street network, the report said. "An increase in vehicle trips to this location aa a result of this project would have a aignifi- cant adverse air quality impact.
