1 I I I I I i I 1 1 I Now, Even I Parking Lots Cant Find A Space i da Sfci 5S da dd ad dd ad Almost any insurance company will respond to your needs. Eventually. Continued from Page 1 ation, which represents 500 parking garages in Manhattan nd the Bronx, says that new lota are not replacing the old for the obvious reason that land has become too valuable to be used for parking. In addition, new city zoning restrictions put in place in 1982 to improve air quality have made it virtually impossible to secure permits to build new garages or expand old ones. "As much as the parking lot operators can afford to pay to lease a parking lot or garage, it doesnt approach what some other commercial user is willing to pay to turn the space into, Bay, a computer storage facility, a store, or a condominium," aays Hugh Heller, association general counsel.

But the reduction in the number of parking spaces comes when commuter traffic into the city has reached an all-time high. In 1984, according to Port Authority and Triborough Bridge and Tunnel Authority figures, 167.1 million vehicles entered the citys main business districts, an 11 percent increase over 1979s 149.8 million vehicles. City transportation officials say that on a typical business day more than 813,000 drivers may be competing for the estimated 180,000 privately operated lot and garage spaces, and the 1,400 municipal lot spaces in Manhattan. The double-parking, block-circling and high anxiety levels that have resulted were hardly what tixe city expected when it imposed a three-year moratorium on building new parking lots in the mid-1970s and tightened zoning codes still further in 1982. The intent clearly was to have fewer cars driving around, not more, says Tony Levy, a planner in the citys Planning Department.

"But to the extent that people come in by car, it may mean theres no real good mass transit alternative. They certainly dont come in because its a joy ride. Regardless, the result of the increased demand and reduced supply is hardly surprising. In the last five years, parking rates have soared, in most places more than doubling, says the Citys Department of Consumer Affairs, which regulates parking lots and garages. In the same period, the Consumer Price Index increased 43 percent.

In fact, including the 14 percent city parking tax, the annual parking bill for a Chevrolet Chevette at a handful of parking lots near Fifth Avenue exceeds the $5,935 sticker price on the car. "Its no secret we have the highest parking rates in the country, says Carol Greitzer, head of the City Councils Consumer Affairs Committee. But, she says, little will likely be done. Allowing more lots, the city fears, would only add more pollutants to air the city has been trying to dean. If your company reacted as slowly to change as some insurance bureaucracies, vou probably wouldn't be in business lor long.

It's a simple fact of life that things change fast in business. Including a company's employee benefit needs. And with the prospect of new legislation affecting benefits, that trend is likely to continue.
