'Lust in the Dusf: A tale from way out West By Hein GaumolB United Press International Marguerite, Rosies rival for Abels affections. Volz and Gina Gallego are the old and young hookers, and chiB-el-foced Henry Silva plays the bad guy. The hook in the story is where the map to the treasure is hidden a secret the producers plan to reveal only to those who see the movie when it comes out this fall. Glaser describes the film as a comedy-western-musical, with numbers like "South of My Border and "These lips Were Made for Kissing. "No one was making the right western film, Glaser said.

"This is styled after the movies of the past this type of feel. Its not vulgar. Its not nasty. Whats more, Glaser said, its a sign of the movie industrys regaining strength as the increasing popularity of alternative home entertainment such as cable television and video cassette recorders is making new demands on the film business. Glaser is happy with his independent film-maker role.

"I didn't think I would be doing this until I was 34. You have to take chances to learn, he said. He also feels the movies career-building potential helped attract people willing to work for less, and kept production costa to a lean $3 million. "They like the project because it is a good project, a quality project," he said. "Weve gbt our moneys worth.

He said the actors' and technicians financial sacrifices will help make the picture a winner. "You cant lose if you keep it cheap. Keep the budget low, then any film will be successful, Glaser said, ii If the title "Lust in the Dust isnt enough to attract attention and revive the western genre, neophyte movie producer Allan Glaser has a cast that boasts a 1960s dreamboat and a campy transvestite. The movie, being shot on location in the West, stars Tab Hunter and actor-actress Divine. The couple is backed by singer-dancer Lainie Kazan, televisions tough grandma, Nedra the Volz, and Cesar Romero, who is celebrating half a century in show business.

On top of that, Glaser and Hunter, partners in Fox Run Productions, have brought in the talent of director Paul Bartel Raoul) and "Tootsie makeup whiz George Masters. Glaser, 24, said he isn't worried about the movie joining the cult film circuit as did "Eating Raoul and "Polyester, the John Waters movie that was the first Hunter-Divine collaboration. He said it was the quality of the story that convinced him to leave 20th Century-Fox and take a wild leap at independent film making. "Lust in the Dust the title is taken from this industry nickname for the classic western "Duel in the Sun is the story of a broken-down town that owes its existence to nearby hidden treasure. Its also a story of how the people in the town exist symbiotically.

Neither Janklow nor Leventhal would speculate on when the theater company would reopen. City Opera and troupe roach 5-year pact The New York City Opera has readied agreement with its singers, dancers, directors and choreographers on a five-year contract that director Beverly Sills would give the company "five years of peace and quiet The companys solo singers, last of four units represented by the American Guild of Musical Artists, ratified the contract yesterday, according to AGMA business agent Alan Olsen.

Neither he nor Martin Oppenheimer, the operas chief negotiator, would discuss financial details of the pact, although Sills said the increase is about 6.5 per cent, "comparable to the musicians. The companys orchestra signed a three-year contract last summer after a bitter, 11-week strike. The previous one-year contract with AGMA, which represents about 250 solo singers, chorus members, stage directors, choreographers and dancers, expired at the end of last month. "I think the length is what is really unusual, Sills said. "It gives us five years of peace and quiet, just so we could plan the repertoire without any worries about the soloists and dancers.

The Vivian Beaumont Theater will hire an artistic manager, elect a new board chairman and add 10 new members to its 14-member board of directors as a par tial solution to its long-standing disagreements with Lincoln Center, it was announced yesterday. In return, Lincoln Center for the Performing Arts the umbrella group that runs the Manhattan arts complex, will begin releasing funds it has been withholding from the theater since August.

The announcement yesterday, made after the annual meeting of the Lincoln Center board, was described as an agreement on a "process to resolve the issues. The "process, to be concluded by Nov. 30, includes these steps: election of a new chairman and addition of new board members; engagement of an artistic manager, and issuance of a "detailed statement of the goals and missions of the Beaumont Theater, including repertory, ticket-pricing, a three-year budget, sources of income, minimum fund-raising goals, and appointment of a committee of experts to analyze whether the theater should be renovated. In return, Lincoln Center will release, "in phased stages, the theater's portion of proceeds from its corporate fund-raising drive, which have been withheld inc August (a total of about $150,000, according to Tjnenln Center President Nathan Leventhal), and will resume payment of current fund-raising money. In addition, the theater will be permitted once again to use the nnm "Lincoln Center Theater Company.

The Beaumont Theater has suffered a string of ar- tjfftic inri management problems since before its opening in 1965. Attempts to raise $6 million to renovate the building collapsed last year, and it has been recently used only for an outside companys production of Peter Brooks "Carmen. Richmond Crinkley, the Beaumonts executive producer, will remain at his post, in charge of the theaters operations, according to acting chairman Linda LeRoy Janklow. Both he and the new artistic manager will report to the board. Janklow would not spell out the new managers duties, but she said that he or she would have a "great deal of input in artistic elements of the theater, including such things as repertory and casts.

There was speculation that Crinkley, previously the with an intensity that makes the hyperactive Coliseum crowd turn suddenly silent. Richies "Running with the Night is another relatively new song that, after an initial surge of screamed delight, causes the audience to become eager listeners. The vast arena exudes a ca-thedral-like stillness, except, of course, for the action onstage. Richie all but brings the place to its knees as he does an offhand impression of Michael Jacksons famous backwards shuffle accompanied by a few falsetto lyrics. Richie reigns over the concert from an elevated platform that contains the band and a silver piano that rotates and tilts.

The shows entire staging is functional yet very satisfying artistically. Joe Layton, the Tony Award-winning Broadway veteran director, deserves credit for producing Richies briskly paced concert with style and flair. Not to be overlooked is Tina Turner, who does 45 minutes as the concerts first half. With her platinum A hair resembling a lions mane, Turner sizzles the floor- boards with ultra-high-energy work-outs of such 3 rhythm and blues offerings as "Whats Love Got to Do with It? and "I Might Have Been a Queen. The show also has a fiery bit of break-danci ng by Damito Jo Freeman.

Turner and Richie team up at the end of the concert to perform a couple'of songs. 11 By BUI Kaufaaau The video disc version of Lionel Richies enormously popular "All Night Long, his most successful record to date, depicts a wide variety of street people joyfully celebrating to the songs distinctive reggae-calypso beat as the singer strolls among them. Seeing Richie in concert presents a reasonably comparable picture. Its a performance that is underscored by Richies thorough captivation of his audience, a fact that creates an exuberant mood that lasts the entire evening. Richies music, a mixture of styles that range from his rollicking "All Night Long to explosive rhythms that divvy up into pure soul and funk.

Richies concert does not build slowly; right from the onset it generates heat. At some points, its a musical trip of sorts, since Richie announces that hes reaching back into the past for some of the songs that were big when he was part of the Commodores during the 1970s. But Richies best work, by for, seems to be what he has turned out within the last few years. Take "Hello, a romantic ballad that Richie sings UK..
