the university eiim nates duplication in course offerings The rally speakers complained that there will be 135 fewer class offering! next fall because of the cutbacks Volpp said that is not as bad as seems because FSU has been trying to "offer too many different courses to begin As for the part-time rule Volpp said even without it many of those 88 would not have been rehired because of the economic situation In the past he has defended the rule as a way of guarding against granting part-timers de facto tenure and of building up a large reserve pod of instructors in the community which could be called on if necessary By next year 94 per cent of the faculty will be full-time he has said and thus a two-year rotation in part-time instructors should not affect the continuity of instruction John Cates Robert A Morrison Graveside services for John Cates a retired carpenter will be held at 2 pm By MIKE LASSITER Bee Staff Writer A group of faculty members and student leaders at Fresno State University made a public plea yesterday for Gov Brown's attention to the budget problems of FSU and the other 18 state universities and colleges At the same time they expressed their pride in FSU and called on students to carry that message to the community in hopes of turning around the school's sagging enrollment "The governor bears the prime responsibility" for faculty cutbacks philosophy professor Warren Kessler told the some 200 persons who attended the so-called student-faculty rally in the campus Free Speech Area With approximately the same enrollment as it had in 1970 FSU now has 100 fewer faculty members because of an upping of the student-faculty ratio during the Reagan Administration he noted Since 1969 the ratio has gone from 16 to 1 to almostlStol Kessler said Brown has done nothing to change that and his inattentiveness to the state universities is hurting them indifference is killing said Kessler a member of the United to their family and friends about the problem and encourage them to write the governor to recruit new students from their old high schools or community colleges through the present university effort in that area $1 to help buy a full-page advertisement in The Fresno Bee which will cite the faculty and student pride and concern for the university's future About $75 was collected from the crowd Kessler said donations will also be sought from faculty and student groups Besides chiding the governor the speakers also assailed the local new policy of limiting part-time faculty from teaching for more than two consecutive years at a stretch Because of the rule 88 instructors will not be back next year Kessler said including some top-notch people in music business and health science Dr Louis Volpp vice president for academic affairs did not attend the rally But when informed of the five-point plan said he applauded its positive nature He said there is no question that the university would be "better off" with a lower student-faculty ratio But he said the drop in enrollment Professors of California which coordinated the rally In hopes of focusing attention on the problem Kessler and the other speakers called on those present to write a personal message to the governor and deposit it in a 7-foot-high box erected in the Free Speech Area Kessler said the box will be delivered to the governor's office when filled The rally was also video taped and the recording will be made available to the governor's aides he said "Fresno State is an excellent university and we want him (Brown) to know Kessler are not going to sit back and let it die on the Student Body President-elect Bill Brewer offered a five-point plan for building support for the university Brewer called on the students to: their personal message of concern to the governor boost fall enrollment by taking a full 15-unit class load or at least one more unit if possible For each 100 students who take one more class unit he noted the university would be able to hire another faculty member Because of enrollment drops the university will have 30 fewer faculty positions next fall Services for Robert A Morrison 61 will be at 10 am
