City Streets United Press International The Sanitation Departments "Clean Team has been partially restored because of the citys improved financial condition, city officials said yesterday. Sanitation Commissioner Norman Steisel Baid 288 sanitation workers on the special street sweeping force would be deployed in the five boroughs. The Clean Team had 550 workers be fore it was eliminated in the foil because of the citys anticipated budget problems. Koch cited increased tax revenue and additional state and federal aid for the improved financial condition. Repairs Close Tunnel Tube The Associated Press Hie Triborough Bridge and Tunnel Authority announced that starting last ' night it will dose one tube of the Brook-lyn-Battery Tunnel nightly for roadway repairs. The Brooklyn-bound tube will be the first to be closed, from around 10:30 PM to 4 AM, to enable road crews to patch broken. roadway surfacing. After that is completed, the Manhat-tan-bpound tube will be closed for similar repair work. During the partial closings, the opposite tube will be used for two-way traffic. Ex-Jamaica Butcher Edward Kosakowski, 53, of Jamaica, whose career included work as a butcher and as a credit analyst, died Saturday of heart failure at Jamaica Hospital. A native of Jamaica, Kosakowski was bom Sept 4, 1929, and educated in St Josephs School in Jamaica and John Adams High School in Ozone Park. He held an undergraduate degree from the Fashion Institute of New York. For 20 years, he helped his family by working at his fathers butcher shop, Kosakowskis, in Jamaica. In 1969 he switched careers, becoming a credit analyst for William Iselin Co. Inc. of Manhattan. Kosakowski married Genevieve Szymanski in 1960. He was a member of Holy Name Society, St Theresa Society and the Knights of Columbus. Survivors include his wife; his mother, Regina; a daughter, Dana; a son, Edward; a sister, Helen Zawlocki, and a brother, John Kosakowski. Rodolfo Hoyos, 67, Dodger Announcer Los Angeles (AP) Radio announcer and actor Rodolfo Hoyos, who broadcast Dodger baseball games from 1974 to 1980 for a Spanish-language station, has died after being hospitalized for a stroke. Hoyos, 67, starred in movies such as "Villa!, "The Brave One, "Operation Eichmann and "Return of a Gun-fighter, and in television shows, including the series "Aviva Valdez. Hoyos came to this country in the late 1920s when his father, baritone Rodolfo Hoyos Sr., brought his family from Mexico to fulfill an engagement for the Metropolitan Opera Company in New York City. In earlier years, Hoyos appeped on the stage in Los Angeles and New York in Spanish-language plays, spun records for station KWKW in Pasadena and broadcast Legion Stadium fights in Spanish. He was a founding member of Nosotros, a nonprofit organization promoting Hispanic participation in the entertainment industry. Survivors include his wife, Sofia; daughter, Terry, and son, Andy. Judge Harry Westover, 88 laguna Hills, Calif. (UPI) Harry Westover, a retired U.S. District Court judge, has died at age 88. Westover, who presided over the "flying Finn twins case in 1953, died Thursday at Saddleback Community Hospital. He was nominated to the federal bench by President Harry Truman in 1949. Hie Finn case made headlines when Westover, an identical twin himself, was faced with two brothers, George and Charles Finn, who refused to say which was which. One of the brothers was accused of flying a war surplus C-46 plane after a dispute over ownership of the craft Westover cited both Finns for contempt and Bent them to jail. A few days later, they relented and identified themselves. Westovers survivors include a son and daughter, Harry Westover and Dorothy Westover; six grandchildren, and one great-grandchild.
