the Watergate story If Richard Nixon had been a Democrat with a Democratic Congress the press never would have kicked the former President around so gleefully What Nixon and his administration did was worse legally ethically or from the violations com-mited by the press in getting the story Had the press not been so antagonistic toward Nixon over the years "he have done the things he did" And so on during a talk Wednesday by the former presidential counselor and speech writer before a couple hundred students in the Fresno State University College Union The trouble with the press said the Jesuit priest who was one of staunchest defenders during the darkening days of Watergate is that it has no professional standards Unlike doctors and lawyers its prac-tioners do not need a license They are afflicted with a group mentality And they are addicted to power he said especially the TV newscasters whose lust for it coupled with McLaughlin allowed himself a smile as he recalled one of the chief approve a contract allowing more negotiations with officials of KFSN-TV Channel 30 for use of the old studio by Channel 18 the public and educational television outlet KFSN moved into new quarters last weekend leaving vacant the old studio center at 733 St Also left behind in the move were numerous lights and other equipment that could be used to put Channel 18 on the air It earlier had been planned to convert the instructional television studio in the Department of Education Building for Channel 18 However a move into the old KFSN studio would allow equipment to be moved in and the station to be physically separated from the department a move that probably would please Tulare Madera and Kings Counties During the two years this latest in a 23-year series of Channel 18 proposals was being processed there was discontent among schools officials that Fresno County had not involved other viewing area counties sufficiently in initial planning of Channel 18 Tuiare County was so unhappy with the more than two decades it has taken to bring community television to the San Joaquin Valley it launched its own proposal to utilize Channel 43 in Visalia which has been for several years The application was shelved when Fresno County agreed to involve the three other counties more extensively Now all four participate on a Board of Management which coordinates State Center Community College District trustees want a chance to look over the Fresno City College campus before they give their approval to a landscaping master plan The plan prepared by the firm of Johnson Lef-fingwell and Associates was presented to the board of trustees Wednesday afternoon It breaks the campus down into 20 units each of which can be landscaped individually as needed or as new buildings are Kenneth Johnson said the firm tried to make the buildings and parking lots blend into the background and used mounds to break up the flat contour of the campus Meeting Will Air DA's portion of the old Administration Building but Johnson said it would bo revised to show whatever part if any of the building the board decides to retain "The plan is not so inflexible that changes in the campus cannot be incorporated" he added Johnson estimated it would cost about $500000 to plant lawns shrubs and trees called for in the master plan about $100000 of which would be provided by the state Another $1 million would be required for irrigation brickwork and structures At the request of board member Rudy Johnson the trustees agreed to tour the campus with the landscape drawings before making a decision on whether to accept the plan The tour is scheduled for Oct 15 at 3 pm While a recent investigation by office failed to turn up any criminal charges it did uncover testimony of possible hiring violations and other mismanagement in the Computer Division Wingett asked Smith to summarize the problem areas and report them to the Board of Supervisors and to his office However the list of 31 areas provided by Smith was not acceptable Wingett said he wanted more detail and for the district attorney to substantiate the charges because the report will be made public Smith has refused saying the complete investigation is available to Wingett if he cares to read it throughout the area with buffers for the Santa Fe Railway and Southern Pacific Co tracks along the canals and major streets and agricultural land would be used for that purpose until such time as it is needed for urban development Community and local shopping centers are part of the plan but will be encouraged to develop in keeping with the character of the neighborhood One restriction is that planned shopping centers should be confined to one corner of the intersection ol major streets Blackstone will be subjected to an on going planning process to establish a more desirable growth pattern while professional and general business office development would be permitted in existing and proposed shopping centers to meet the needs ol the community The office and institutional use pattern of Shaw Ave nue would be extended to Brawley Avenue A public hearing by the City Council to consider adoption of the Bullard Community Plan which would "provide acceptable housing for all income levels" is scheduled for 7:30 pm next Thursday in the County Schools Auditorium It also will protect and preserve the established uses in the generally affluent northwest portion of the metropolitan area Although most of the 26-square-mile planning area lies within the unincorporated area it is in the sphere of influence as defined by the Local Agency Formation Commission It includes the town of Figarden the Fig Garden area Highway City and Herndon It is bounded generally by West Ashlan Avenue on the south North Blackstone Avenue on the east the San Joaquin River and Herndon Avenue on the north and Grantland and Fine Avenues on the west The quality of the established neighborhoods in the Builard area will be maintained with the retention of a number of precise land use policies adopted by the county Board of Supervisors The plan calls for full range of density patterns and housing to include low and moderte cost housing costs potentially within the reach of all income To accomplish this the plan urges cooperation from all levels of government and the building industry The overall density for the mostly undeveloped community would be in the medium-low range or about two to three dwellings per acre A social-cultural center in the geographic center of the Bullard Community is a feature of the plan and would include public meeting rooms a police service center and public offices Open space would also be retained WASHINGTON -The application by the Fresno City Housing Authority to build 800 low-cost units could be approved by the Department of Housing and Urban Development if the HUD bill is signed into law according to the office of Rep BF Sisk The appropriations bill which will be before Congress shortly would set aside $50 million for low-income housing and would require HUD to use at least 50 per cent of the money for new construction office says the House and Senate are expected to approve the bill but President Ford has not indicated whether he will sign it Sisk has written Bruce Moore executive director of the housing authority requesting that the Fresno application be ready for submission to HUD Fresno voters approved construction of the 800 units in a referendum but former President Nixon ordered HUD to stop processing
