The Fresno Bee Sunday May 16 1978 D1 Real Estate Classified School Chiefs Get Pay Hike In State Bargaining Plan lam here Mom Pay attention to me too a retarded individual 1Vvi IS POSSIBLE we will give the teachers more We must make it clear with management that whatever the decision is they cannot hassle about it Board President John' Toomasian said he understood the new salary plan settled the pay question for all management employes for the 1976-77 school year year from now they have to set up their bargaining unit and make their proposal commented will bargain collectively with the view is opposite from that of the other board members who say management employes are prohibited under the new law from negotiating for salaries or other benefits THE LAW STATES representative shall be permitted by a public school employer to meet and negotiate on any benefit or compensation paid to persons serving in a management Dr HM Ginsburg was not interviewed because he is recuperating from a heart attack The new salary schedule for management personnel is based on the relationship of the various jobs to each other and to the 25 largest dis tricts in the state Fresno Unified is the fifth largest district In recent years middle management jobs such as principals were tied to the teachers' salary schedule and the top administrators were com-1 pared with their counterparts in eight other districts The board then voted to eliminate any formula in deciding salaries for the top administrators LAST AUGUST in a surprise move the board voted to freeze the salaries saying it was an economy move The administrators protested on several occasions Mrs Richardson said the five per -cent raise for the administrators was included in the new plan because of hell we went through last fall (considering possible salary 'increases in a subjective manner! with no policy on what we were going to base them on I think any of us would want to repeat that SALARY SCHEDULE was not designed for the top administrators only but alqo for middle management people They were scared to death something would happen to them like happened to top management last year The board would get mad at the superintendent and they would not get fyc Art Offers Way To Get In Touch With Yourself 'Cherish your art It is you and deserves your attention By RICHARD HALL Bee Staff Writer COLLECTIVE BARGAINING talks have yet to begin in the public schools but the new state law already has helped Fresno Unified School top administrators win a five per cent pay hike effective July 1 The raises which were denied to the administrators a few months ago are contained in a new salary plan covering approximately 200 persons in 82 different kinds of Jobs The board has decided to exclude those employes management personnel from the collective bargaining process because of their supervisory-duties Except for the administrators the other management employes had been tied to the salary plan As such they received a five per cent raise together with the teachers in this current school year THE ADMINISTRATORS vigorously protested the lack of a salary hike When the new pay plan was written as part of the preparations for collective bargaining the school board agreed to the increase Most of the management personnel will receive no pay raise in the new pay plan However all of them could seek a salary boost in the new school year 1976-77 The board must bargain collective- ly with the other district employes but it will decide the salaries of man- agement personnel unilaterally A question is when? Should the school board decide salaries for management before or after its collective bargaining agreements with other groups of employes are settled? Would an early decison cm management salaries unduly influence the collective bargaining talks that follow? TELEPHONE INTERVIEWS with board members showed they have diverse opinions and there js some confusion Mrs Nancy Richardson indicated -she leaned toward settling with management last to avoid an appearance of trying to influence the collective bargaining talks with the other employes Keith Chun said he favored settling management salaries first as a way to at least establish a bottom line in negotiating with other employes Robert Arroyo also said he favored settling management salaries first but for a different reason: we settle after there is a tendency to give the same raise as we give
