Page AC Tuesday June 24 1975 THE FRESNO BEE US Russ AqreeTo Outlaw Weather-Change One senior official said that neither the Soviet Union nor the United Slates was apparently devoting much energy to environmental warfare and that the purpose of the accord therefore would be to head off a problem at some future date rather than limit present activity He said the proposed agreement fell in the same category as the accord that barred nuclear weapons from orbit around the earth and in the seabed By BERNARD GWERTZKAN NY Times New Service WASHINGTON The United States and the Soviet Union have reached virtual agreement on the draft of an aecord to outlaw techniques for changing the weather for military purposes' American officials taid Monday The language of the document was worked out in discussions held in Geneva last week and is now being submitted to both governments for farther study before final jgreement can be announced One senior official said that some minor disagreement remained It is uncertain whether the agreement will be made publie at the summer session of the Geneva conference of the Committee on Disarmament where a ban on environmental warfare 15 on the agenda The disarmament conference reconvenes today It is possible that Moscow and Washington may decide to put agreement off until the meeting between President Ford and Leonid I Brezhnev the Soviet Communist -party leader tentatively set for this fall in Washington The negotiations on man-induced weather changes arose from last year's meeting in Moscow between Brezhnev and President Richard Nison 'In their final communique the two leaders said that in an effort to the potential danger to mankind from possible new means of warfare" they had decided the two countries should explore the problem The communique said that and technical advances in environmental fields including climate modification may open possibilities for using environmental modification techniques for military purposes" These could have long-lasting and severe effects harmful to human it said American officials declined to make publie the draft text they are working on but said it was couched in broad terms They said it was reasonably easy to negotiate because both sides were in philosophical agreement on the problem Threats Warning reports" of clashes between Cambodian and Vietnamese forces along their
