USUAL 2.99 Cops Shift Worker Faulted by Angels The Associated Press The Pblice Department reassigned a police administrative aide yesterday pending an investigation into allegations made by Guardian Angels leader Curtis Sliwa that the aide used confidential police information to subvert the group. Paul Chandler, 29, a civilian in the Community Affairs Division assigned to work with the Angels, was reassigned to the divisions auxiliary services unit until an internal investigation is completed, said Officer Joseph K. McConville, a police spokesman. But he added: "We have not been able to verify any of the allegations and consequently we cannot make any comment on them. Sliwa also said Chandler should be questioned about an attack on Sliwas wife, Lisa, at Angels headquarters at 9 Second Ave.

on March 15. Sliwa released 112 pages of material that ranged from pages of law enforcement manuals to handwritten letters to Guardian Angels members to newspaper accounts about the Guardian Angels. "Do any of these pieces of literature directly say that he Chandler was ordering or somehow conspiring in the attack on Lisa Sliwa? Sliwa asked. "It does not say bo in direct language," he conceded. He turned over copies of the material to the Police Department.

McConville said the Internal Affairs Division would conduct "a full investigation. Civil Suit Filed Against 2 Cops Who Killed Man The Associated Press The woman companion of a man who was killed by police has sued the city, the Police Department and the two officers involved for $7 million in damages, charging that the dead man "was a victim of summary execution. The suit was filed in U.S. District Court on Wednesday by the estate of the dead man, Robert L. Greene, of Manhattan, and Nancy Velez, the companion who claims Greene was the father of her two infant children, I-atiaha and T.iaa Greene.

Greene was killed during a confrontation with the two officers, Carol Esserman, of Mount Vernon, and John Mayer, of Pearl River, in the Morrisania section of the Bronx two years ago. Following the shooting, Esserman was charged with criminally negligent homicide and Mayer with second-degree reckless endangerment in Greenes death. But both were acquitted Feb. 1 after a noiyury trial. They still face a departmental hearing now set for May 10.

The civil suit said the incident occurred March 31, 1981, after the officers, investigating a report of a man with a gun, approached a parked automobile in which Greene and Miss Velez were sitting at 162nd Street and Third Avenue in the Bronx. The complaint said the officers, wearing civilian clothes, failed to identify themselves and that Mayer approached the car holding a gun. Fearing they were about to be robbed, Greene and Miaa Velez attempted to drive off, but Mayer, without warning, fired five shots at the car, causing it to crash into a furniture store, the complaint said. Greene got out and ran west on 162nd Street and Fjwrman chased him on foot while apprehended Miss Velez, who was still Bitting in the car with a bullet wound of the arm, the complaint said. Esserman fired one shot, and police later found him in a bar with a bullet wound of the back, the complaint said.

He died en route to a hospital. The complaint claimed that neither Greene nor Bliss Velez posed a threat to the officers, were not armed and were not engaged in any wrongdoing. It said the officers violated department rules concerning "the use of force and deadly force.
