Page A4 Friday Sept 13 1974 THE FRESNO BEE Po lice Guard School Buses In Boston Oil Nations Seek Boost In Income VIENNA (AP) The ma- jor oil exporting countries want to raise their oil revenues through higher taxes that should come out of company profits and not the consumers' pockets a key Iranian offi rial said today He said these governments agree that posted prices for crude oil should not be changed but they want to boost their income by imposing new taxes of about 35 to 40 centsabarrel This increase if passed on directly to consumers would come to about one cent a gallon for gasoline or about $3 a ton for heating oil The tax increase plan was report ed to newsmen by Jamshid Amouze-gar Iranian minister of the interior during a lunch break in a conference of the Organization of Petroleum Exporting Countries But oil company analysts observe fag the Vienna meeting said every' penny added to average tax costs will be passed on to consumers economic commission had submitted a recommendation that prices be increased by about 14 per cent However Amouzegar and others had indicated that the push for higher prated prices is weakening' apparently because less and less oil is subject to the prated price due to increased nationalization of foreign pil holdings: The prated price is an artificial figure on which the producing countries calculate what the oil companies pay for thd share of the oil they produce It has been $1165 a barrel since Jan 1 meaning that the oil countries collected about $640 a barrel Meanwhile the oil countries sen their share of the production by jointly owned companies often 60 per 'cent to their Western partners who have the marketing facilities The price for this oil is determined by auction or negotiations The current market price is about $950 a barrel of oil during the squeeze -last winter resulting from the Arab oil embargo it rose in some cases to more than $20 a barrel The OPEC nations account for about 56 per cent of the world's daily production of about 50 million barrels Some of the ministers say this should be reduced by 2 million barrels but two previous attempts to work out an agreement limiting production failed Reunion lawn of South Boston High School the scene of white protest demonstrations Thursday A few persons were seen milling in the area but the streets were quiet A police spokesman said 300 to 400 officers had been assigned to the area today and they would try to cordon off a large-area around the school Eight black children were hurt the $450 000 because Nixon controls the except the tapes which he can Bevill said General Services Administration chief Arthur Sampson said Nixon owns the Watergate tapes and papers and an agreement signed when President Ford pardoned him is designed to' assure the information in them will be preserved for posterity as well as for court evidence But Bevill said under terms of the "the government is not assured of getting any record of any kind to preserve for Sampson acknowledged that Nixon could not be compelled under the agreement to release any- tapes or papers to the public But he said Nixon promised in the agreement to release some and the GSA chief said -he is confident Nixon will keep his word He also said White House lawyer Philip Buchen has said that GSA would listen to any tapes that were going to be destroyed Bevill said that is not part of the agreement however Deputy GSA counsel Herman Barth said the agreement does assure that none of papers can be destroyed for three years and that none of the tapes can be destroyed for five years Sampson said his assurance of ac- ciess to the Watergate tapes and papers which are to be stored in a $110000 vault near San Clemente is the fact that he has one of two keys needed to open it while Nixon has the other when buses were stoned on Thurs- day when about a third of the city's pupils stayed home 1 But officials called the opening of school successful 1 The integration program ordered by a federal judge went smoothly in most parts of the city but there was trouble in South Boston a white neighborhood that is the center of antibusing activity Black students were taunted and jeered when they entered South Boston High School Pieces of board were hurled as a black girl walked from the last arriving bus Helmeted police forced about 400 teenagers and adults away from the school at the end' of the day Five arrests were made and one policeman was injured Buses carrying black students home were showered with rocks and bottles near an annex to the high school Eight children and a bus monitor were cut by flying glass as windows burst: None of those injured required hospitalization Mayor Kevin White responded with an order that police escort school buses and allow no more than three persons to gather near schools where there was trouble At many schools problems amounted to nothing more than students -with jumbled schedules be- cause of a chief domestic affairs adviser was suspended because he was convicted of violating a federal law involving moral turpitude The 49-year-old Ehrlichman admitted to the California bar in 1952 also has been suspended from practicing law in his home state of Washington He now lives in Bellevue Wash Ehrlichman was convicted earlier this year in- Washington on three counts involving a break-in at the office of Daniel psychiatrist in Beverly Hills Calif including- knowingly making false material declarations under oath to a federal grand jury He was sentenced to 20 months to five years but is free on bail pending appeal The state bar act provides that an attorney convicted of a crime involving moral turpitude shall be suspended until the time for appeal has passed until the judgment becomes final or until further order of the court If the conviction becomes final the court would then request the state bar to conduct a hearing and then recommend whether Ehrlichman should be suspended from
