Soto reportedly was shot by Danny Gonzales, 19, of 517 S. 93726 227-4096 LAFCO Puts 'No' On City Annex Plan The City of Fresno's bid to annex 40 acres in the middle of a fig-producing area in northwest Fresno has been turned down Local Agency Formation Commission (LAFCO). LAFCO members, on a 4-1 vote with Commissioner James Barsotti of Sanger voting no, Wednesday denied the annexation of the parcel at Sierra and Brawley Avenues. Kenneth Hohmann of the city planning staff, property owners Fred Rabe and Paul Myers and real estate man Jay Marsella argued for the annexation, saying the area is ready for urban development and that the fig orchard on the property is unproductive. They also said the city's Urban Growth Management process, which balances out cost and revenue of providing urban services, would be followed before development of the land could occur. The commissioners, however, were swayed by arguments of LAFCO Executive Officer Marvin Panter and by a letter from Ron Klamm, manager of the Dried Fig Advisory Board.

Both said urban development in the area is inevitable but that it is premature. Commissioner Ruth Albright said she believes allowing the annexation would create an urban island within an agricultural area and would speed the loss of surrounding agricultural land The to urban development. property is not contiguous to the city, but would have been annexed by a road-strip along the Palo Alto Avenue right of way. Friday instead of Monday, RCA officials said Wednesday. Mrs.

Harriet Jowett, educational television coordinator for the Fresno County Department of Education, said RCA had not planned on shipping the transmitter until Monday because of the holiday, but a truck and crew became available Friday. That means the transmitter should arrive in Fresno and ready for delivery to the transmitter site on Bear Mountain Monday, she added. Once the transmitter arrives, however, the drivers face the arduous task of taking it the last four miles up a narrow, winding road to the top of Bear Mountain. When the new KMJ-TV transmitter was delivered three years ago, it took a total of 16 hours to negotiate the road. A third of the way up, the delivery truck could not negotiate a curve, and the transmitter had to be loaded onto three smaller trucks to complete the trip.

NOGUCHI SCULPTURE RICHMOND, Va. (AP) A sculpture by American artist Isamu Noguchi has recently been acquired by the Virginia Museum. The sculpture, "Open Lock," was completed in 1964. Burial will be in the Mountain View Cemetery. Lutz was a native of Easton. County resident. He died Wednesday after a lengthy illness. Lutz worked in a bakery for 30 years before his retirement in 1970.

He was a member of American Legion Post 55 in Easton and the Bakers and Confectionary Workers of America Local 53. Survivors include his widow, Leona; his mother, Mrs. Kathrine Lutz of Fresno; a daughter, Mrs. Janice Hull of two sisters, Mrs. Elsie Wagner and Mrs.

Jeraldine Hurst, both of Fresno; four brothers, Burt of Friant, Elmer of Easton and Lawrence and Roy, both of Fresno; and two grandchildren. Esther Mason Services for Mrs. Esther Mason, 79, a Fresno resident five years, will be held Friday at 2 p.m. in the Yost Webb Chap- el. Mrs.
