insight A Report from The Beats Board Adopts $376 Million School Budget By Curt Tuck The Fresno School Board has wrapped up action on its 1967-68 tentative budget and tonight will tackle a second pressing possible ways to alleviate the classroom shortage next fall The board will meet in public session at 7:30 o'clock In the Tioga Junior High School at 3232 Fairmont Ave Following almost three By Jerry Bier Now that the nurses at Fresno General Hospital have won additional pay benefits through the use of a out" what will be the effect on other county employes? When the nurses received approval of time-and-one-half for overtime and a pledge for continuing salary equality they were the first county employes ever to receive this benefit from the Board of Supervisors The board's action brought immediate requests from County Health Officer Dr William A DeFries and Auditor-Controller Maurice Uhler for similar treatment for their employes There are many county departments whose staffs now work many hours of overtime a month and are paid either straight time or are given compensatory time off The office and the Planning and Public Works Departments staffs oftentimes also put in long hours of overtime for the county SOME OFFICIALS believe the handling of the nurses' problems will bring quick response from representatives of employes' groups DeFries claims it is to make the overtime applicable only to General Hospital nurses He told the board Tuesday he asked his nurses to it during the hospital situation He said he assumed whatever the hospital staff nurses received accrue to the nurses in the Health and added if his nurses do not receive like treatment is real potential for another crisis' But Board of Superviors Chairman Joseph A Reich believes he did the right thing when he and Dr Gins-burg engineered the settlement to the over the weekend discussions with Ginsburg whom die nurses turned to for help led to approval of the time-and-one-half overtime pay plus a promise that whenever other area hospitals raise salaries Fresno General Hospital will follow With the pledge of these additional benefits the nurses returned to work Monday initial discussions with Ginsburg were held without the knowledge of the county administrative staff or the county counsel's office which had until then been in on all discussions When asked if his decision to step into the problem was in effect the from under the administrative office Reich replied: "You can think anything you like my friend As far as I'm concerned the electorate holds us (the supervisors) responsible spent Friday Saturday and Sunday diligently working on this and going to stand by our decision because I think jt was fair and sound There are times when the Sanchez who is serving two weeks with the National Guard at summer camp would not want to comment on what the board weekend discussions first became public during a discussion in office Monday morning Newsmen happened upon the meeting and no attempts were made to quiet the conversation The telephone conversations over the weekend and the meeting in office appeared to violate the Brown Act a state law which says the business must be conducted at open meetings Reich conceded that the meeting in office was In violation but explained that it began as a private talk and other board members wandered
