Ke THE FRESNO BEE THE REPUBLICAN 1-C Fresno California Tuesday Evening January 5 1965 Buckman Is Reelected To Head Agency Bm Photo congratulations of Ue relatives and friends who witnessed Ue ceremonies The new supervisors are left to right Jefferson (Gene) Hahesy Joseph A Reich and Wesley Craven CONGRATULATIONS Floyd Olsen left newly elected chairman of the Fresno County Board of Supervisors and Ue Uree new supervisors who took Ueir oaUs of office yesterday stand to receive Ue Committee System Is By Supervisors Ended The new board of supervisors is revamping its committee system of operation in a move aimed at getting it out of administration and strictly into policy making Chairman Floyd Olsen proposed the change late yesterday in a briefing session he held for the three supervisors who took office earlier in the day There were no dissents from the new supervisors Jefferson (Gene) Hahesy Joseph A Im Photo FRESNO Kathryn Ann (Katie) Barstow seated at right the winner in the first Fresno Junior Miss contest is backed up by the four other finalists in the contest sponsored by the Fresno Junior Chamber of Commerce Standing left to right are Arliss Ann Dahl second alternate Pamela Murphy first alter nate Kelly Mclntire and Kathy Pierson Miss Barstow will compete in the state pageant Katie Barstow Is Pick For Junior Miss Bid Assignments Go Jo Four Supervisors Kathryn Ann (Katie) Barstow 17 a daughter of Mr and Mrs James Barstow of 4369 Van Ness Boulevard will be the Fresno Junior Chamber of entrant in the California Junior Miss Pageant Supervisors Joseph Reich and Wesley Craven today were named to serve on Ue local agency formation commission and Supervisors Floyd Olson and Jefferson (Gene) Hahesy were appointed to serve on Ue Fresno City-County Convention Center Authority The local agency formation continue to meet for informa- I tion purposes with County Administrative Officer Phillip Sanchez or a member of his staff always present Since all five members of Ue board belong to the com- mittee Uis method of opera- tion will encourage Ue board to function as a unit Olsen ji said Under the previous system most of the committees did not include Ue entire board membership and reports of committee proceedings some- times had to be made to the supervisors who were not members Tj The charge also had been 7 leveled that county depart- ments used committee meet- i ings in Ue past to discuss purely administrative matters having to do with Ue inter-1 nal operation of Ue departments Another charge was that the committee meetings allowed the department heads to circumvent the county administrative office by making appeals for pet projects directly to the supervisors By dropping the old system-? department heads will have to work through the administra- tive office Olsen pointed outy Centralized Basis if Thus county operation would be placed on Ue same centralized basis as that in a company in which department heads have to work through Ue company manager instead of going directly to Ue board of directors is the perfect time to make a change with a new board and the recent strengthening of Ue county administrative Olsen said The comment about strengthening the administrative office referred to a recent ordinance amendment by which the previous board of supervisors gave the administrative officer the right to hire and fire appointive department heads with the prior consent of the supervisors and to evaluate the performance of the department heads Karl Buckman today was unanimously reelected to serve another one year term as chairman of the redevelopment agency Mrs Helen Mortland also received the unanimous endorsement of other agency members for another year as vice chairman The election at the annual meeting was the principal business taken up by the group this morning Buckman and Mrs Mortland both have been members of the agency since its inception Heads FSC Unit Buckman the head of the political science department at Fresno State College succeeded the late Arthur Eick holt as chairman of the agency in the fall of 1963 He recently was reappointed by Mayor Wallace Henderson to a new four year term on the agency Also reappointed by the mayor was Fred Hardy Other members of the agency are Kenneth Fryer Rutherford Gaston Euan Bernstein and Edwin Halli-nan Okehs Contract In Ue only other action Uis morning the agency approved a demolition contract for Ue razing of 15 buildings on 13 parcels in Ue West Fresno Redevelopment Project No 2 The contract went to Ue Iverson Construction Company of Los Gatos on a bid of $5232 Ue lowest of four submitted The firm now is engaged in clearance of property for a freeway interchange at Ventura Avenue Engineer Resigns Ronald Jensen assistant project engineer for Ue Redevelopment Agency of Ue City of Fresno has resigned his See Buckman Page 2-C Hanford TV Station Is Sold To Fresno Men Harvey Himes Ue owner of the Sanger Motor Sales and Cy Newman boU of Fresno have purchased KDAS-TV channel 21 in Hanford subject to approval by Ue federal communications commission in Washington DC The sellers are George Naron and Sweeney of Bakersfield The station closed a week ago Himes said Ue total purchase price and new equipment planned will approximate $225000 Attorneys are preparing the application papers for submission to the FCC Himes said call letters will be changed to KSJV standing for San Joaquin Valley The application also will -request permission to boost power from 1 kilowatt to 12 kilowatts and move Ue trans mitter from Kingsburg to a mountain eight miles southeast of Dinuba The plans call for retaining the main studio in Hanford and opening an auxiliary studio in Fresno for live shows Himes said he hopes to resume telecasting about May 1st with color films and video tape He will be Ue commercial manager and Newman will serve as general manager Newman is a veteran of 29 years in Ue broadcasting field and currently heads the HD Productions Inc which produces TV real estate programs in 17 cities 28th when the Uird annual interfaiU seminar convenes at 2 PM in Ue lodge rooms of Ue Fresno Elks Club Dr Herman Feifel Ue chief psychologist for the veterans administration outpatient clinic in Los Angeles and Dr Robert Litman a psychiatrist who has worked with Ue suicide prevention clinic in Los Angeles will be Ue principal speakers Sponsored by Ue Interfaith Advisory Committee and Ue Fresno Community Hospital Ue central Ueme for Ue afternoon and evening gaUering will be The Meaning Of DeaU 1 The Rev Fred Wilken Ue advisory committee chairman said answers will be sought to other questions such as why do persons flout deaU? Destitute A family including 10 children lost nearly all its belongings last night when fire destroyed a Highway City home A butane leak from a disconnected pipe apparently touched off the fire in the
