"having dragged its feet in not having completed studies and a program to take care of what everyone knows is an existing problem and a future enlarged problem" Fisher said California would proceed far as we can within the law and pressure will be on to get the job done" He pledged cooperation of his department with Robert Pafford Jr of Sacramento bureau of reclamation region 2 director in preparing the upcoming study to seek methods of stopgap drainage for San Luis during the first few years of operation while plans can be completed for joint drainage of San Luis and other areas The study of a temporary solution should require three to four weeks to complete Pafford and Fischer estimated It will be at leat two years until the final studies and other preliminaries are completed for a master drain Fisher said McFall and Baldwin indicated they may introduce legislation in congress to push back the present deadline for construction of permanent drainage facilities for San Luis depending upon the outcome of the Pafford-Fisher study for interim drainage The amount of drainage required for the federal lands will be small for several years after the first water is delivered bureau engineers estimate we have two drains we may soon have nothing on the West Side but ditches drains highways and railroads leaving little for farmland" McFall commented Court Case The question of how soon the federal government will build a drainage canal to carry away used irrigation water from the San Luis Project area has been subject of a case in the federal court in Fresno In 1962 the Central California Irrigation District and some other West Side water units sought in court to hold up construction of the $511 million San Luis Project until they received assurances from the federal government it would' have the drainage canal in operation by the time it started delivering San Luis Project water in 1968 Last year Federal Judge Crocker denied requests for an injunction against the government but said the water units could make their request again if it appeared the drain is not going to be ready in time -In the San Francisco Bay area government units charged with keeping an eye on water pollution are concerned that the drainage canal or canals will deliver too much contaminated water to the delta It was estimated the deliveries will reach 240-000 acre feet annually by the Mitchell president of the Clovis Federation of Teachers Mitchell last night submitted two proposed policies as alternatives to the present standard and called both to the present One is of the CFTs own devising the other was adopted by the Fresno Unified School District on May 10 1963 Membership List Both policies delete main objection to the present requirements that any organization must furnish membership lists before being recognized The CFT affiliated with the American Federation of Teachers is one of two teacher organizations in the district The Clovis Unified Teachers Association was recognized for the coming year last night The CFT never has been recognized Dr Floyd Buchanan the district superintendent said the CUTA complied with all requirements including the submission of its membership lists Outlines Requirements Mitchell told the board a good policy should be brief have a provision for review and be easy to enforce without the administration becoming "snoopy" He also said the present policy was formed without the direct help of the teachers Dr Buchanan noted the district has been criticised for not calling in the teacher groups in the creation of policy but said
