To Repay Backers By lVALTFfi JONES SACRAMENTO Aug Sacramento Stanislaus and Fresno counties in the order named gave Governor Young the heaviest pluralities he received in the state primary election on Tuesday Sacramento County gave Young the largest vote ever recorded at a primary for an incumbent governor or a candidate for that office his total of 16551 being a plurality of 7720 over Mayor Rolph and 13J74 over Em-on Fitts Voters of Stanislaus County gave Young a plurality of 4313 over Rolph and 4560 over Fitts In Fresno County Young got a plurality of 3030 votes over Rolph and 4516 over Fitta In addition to carrying Sacra-ntento Stanislaus and Fresno Counties by the biggest pluralities accorded hla candidacy Y6uug lost only three of the forty counties in Superior California the San Joaquin Valley and the mother lode and mountain county One country result is still in doubt Rolph won Napa County by small margin over Young and Fitts was victor in Kings and Mariposa Counties nosing out the governor by a few hundred votes With less than half the precincts reported Rolph was slightly ahead of Young in Sierra County For Superior California as whole plurality over Rolph 26930 votes Sectional Plea Futile The futility of a sectional plea in a gubernatorial campaign was strikingly Illustrated in the outcome of candidacy During the closing two weeks of the drive Fitts and his southern supporters appealed to the South to elect him because he was a Southern Californian And this was the mult: Fitts carried only two southern counti-s Los Angeles and Orange He polled but 105710 votes outside of his native Los Angeles County where he rolled up a total of 177-751 principally because the "drys" deserted Young believing their only chance to beat Rolph the was to swing to Fitts Rolph demonstrated his ability as a campaigner by getting 96000 vote in Los Angeles within 11000 of the vote Fitts a poor third tn the race got in the state whole outside Los Angeles The vote of the Los Angeles prosecutor north of the Tehaclwpi was negligible the reaction setting In against him because ef bis sectional appeal In San Francisco Tom Finn erstwhile political boss was able to muster but 6718 votes for Fitts whose largest vote in the North was 17174 in Alameda County where he hsd the support of an Oakland newspaper Small Young Vote Surprise comparatively small vole ia Los Angeles County was the surprise of the election and It rp spelled his defeat He polled less tna an 20 per cent of the vote cast his total running around 60600 out of approximately 334000 votes for the three major Republican candidates In the 1926 primary Young got SL193 votes in Los Angeles County and being the incumbent and having handed out a kit of patronage to Los Angeles it was supposed naturally he would increase his vote of four years ago as did Richardson In 1926 over 1922 But instead of gaining strength in Los Angeles Young lost heavily during hta term hla 1930 vote in the county being some 2L000 less than he polled In defeating Richardson in 1926 Capitol Fulk Uneasy As is only natural the nomination of Rolph has caused considerable uneasiness throughout the state offices while the majority of the appointive officials especially those holding executive positions are almost sure to go after January The great mass of civil service employee will not be affected by the change in administration Friend William Richardson wielded the ax in ruthless manner when he was elected in 1922 but still the economy governor did not disturb civil service employes Even a number of appointive officials managed to hang on and ate still in the state sendee State Treasurer Charles Johnson who hacked Rolph has let it be known he will endeavor to have Smith a guard in bis office and former warden at Folsom reappointed to bis old position now held by Court Smith The displacement of Warden Smith who was named by the prison board may prove a difficult task In that the present board the members of which serve lor ten years consist of four young appointees out of five Sumo Other Jnbt Among the major stare positions (Continued On Page 8-A Col London Expert WINNIPEG Man) Aug 28-W1 in
