t' v' Mr rt t- ta i Mrr'Orwiw m- rMk advartiaarfevanMnpubllahingxoin Thursday Jan 20 2005 The EMon Advertiser-IB ipinieti IN on hie TIP BEAT niranoiu Tour Guide Inside this issue is a si to tha communities of al section devoted unnc Ruaaellville Mary's Home High Point Olean Etterville and Mount Pleasant Tha Guide to features a historical look at these communities along with currant photos listing of businesses and important information for new and prospective residents of these probably realize that although the exhibition center facility needs to be built somewhere close to'hotels restaurants and other retail service establishments the soccer and baseball-softball complexes will likely be a wavs sway from the "main drag' due to the need for seres and acres of relatively flat land with good highway access While I won't go into details if the tax passes and the district is formed there will be a need for approximately 60 seres of land for the development of 10-1 2 soccer fields for mega (100-plus team) tournaments and another 40 seres for the construction of 8-10 baseball softball fields As I understand it one county official told organizers that Miller County bad all the flat land and that's not too far from the truth And within close proximity to Eldon is not only lots of relatively flat land but land that also has great accessibility to Highway 54 which is four-lane clear to the lake Not to mention we have an airport to boot! So all I'm saying is if the election is successful the Eldon area has to be considered a player in the soccer or softbsllbaseball complex location game And a big plus for Eldon residents is it wont affect the Eldon city sales tax rates In fact the district boundaries come just the other side of El Rancho Still Eldon could benefit greatly from the development of this district Only time will tell Growing up On a lighter note my wife and I found ourselves in unchartered territory last week when our seven-year-old am received his first call from a girl at school No doubt there are things we could have done better or things overlooked but we truzt this will be a keepsake for current residents and a helpful tool to new residents I especially found some of the history intriguing Whether you live in these communities or not check it out! Upcoming sections Well for a short month February is jam packed with special weeks and special sections First up is Vocational Education Week including a salute to FBLA and FCCLA Boy Scout and Cub Scout Week is also in early February and as I understand it this is tha 75th year of Cub Scouting On the heels of all this is the annual FFA Week Section Then as if that's not enough Eldon Osage and Russellville will all host Homecoming (Courtwarming for Eldon) activities the first week of February with the big games Friday Feb 4 Eugene spared us quadruple play by scheduling theirs Friday Feb 18 Needless to say well be out a lot taking photos of scouts and queen candidates plus typing all the articles on the highlighted organizations Oh well! C6RUER WHBniBBUIBH order It happens today mum- mr while was still at worxwnen it nappenea mtnmg unexpected it was apparently quite traumatic experience for momma who was a bit unnerved by the While I was still at work when it happened The latest rumor was that the Eldon FASCO plant was losing a line to the Cassville plant or to Mfflifff From talking with a company spokesman the line being discussed is going to Cassville The line was brought up to Eldon recently on a temporary basis to assist the Csssville plant The line is now being sent back to Cassville While I'm sure this will impact soma employees apparently the move was expected Exciting prospects With the Feb 8 vote coming up on the quarter-cent sales tax issue for development of an Exhibition Center and Recreational Facilities District at the Lake of the Ozarks few development Apparently he had to come upstairs and get the cordless phone and take it back downstairs to the family room to talk They talked about school recess and the like but when momma asked if she was his girlfriend he nicely told her it was time for her to leave the room Well there's never a dull moment with a child in the house They say it's moments like these that build life-long memories Regardless of whether you want to laugh or cry it's important to remember it's all a part of growing up And while we miss the moments when our children were babies each stags in lifs brings new joy and laughter Until next time Don't forget to pray for our troops and national leaders What do you think? MKtaTyseVtMMXMl ecoaats of laat week's quite conservative inauguration ceremonlea for Governor Blunt brought to mind the much more elaborate Inauguration of John Dalton back In 1961 Ex Pub and the First Wife along with live hundred or ao Honorary Colonels appointed to the good staff (and their ladles) participated In the day long activities Including the parade and governor's ball In full dress military uniform It was a colorful seentf The late Harry Kay (longtime Eldon attorney) and Jay Brockman of Thscumbia ana ExPub represented Miller County on the Governor's Honorary Staff! A kidseye view of EPs day appeared In Kiddy Komar eon Greg's (age 9) column on January 12 1961 Vy father the Colonel and mom the Coloneless helped governor Dalton must have had i good time but they didn't look nearly so fresh when they got home at night as they did when they left hwne at the crack of dawn Daae aad Patti looked on television but they couldn't He was mere how- see daddy ever and ever and In plain sight He was one of the Colonels who shifted from step to blep and foot to foot on the grand stairway during the ceremonies Like all things military It Is usually not best to volunteer -o- CRPITOL BEPORT IT Hill IKHICT ST1TE REnESfNTATM 10 DUET SCUD of the system Experts and everyday citizens have the opportunity to testify and participate directly in the process By forcing legislation to stay in the committee process longer well send better bills to the floor that truly address the needs of everyday Missourians and not just more legislation Debate is a big factor in creating high-quality legislation Whether in committee or on the floor debate is the time when ideas are expressed coin-1 and ultimately adopted pared The Una at the military reception was so long that although the folks were supposed to be received at 4 o'clock they didn't get In the doorat the mansion until 5:15 There was lots of time to observe the grounds and condition of the executive mansion and most of those In the line observed that the old house the governor lives In needs a paint Job in the worst wayt The ladles really west all out with their ball gowns and Jewels and furs but the general public only saw a small portion id the finery The ball room was not near big enough for all to glide down the steps for the grand march and the larger percentage of the Colonels and their wives displayed their fluey gowns and orchids crunched up In the corridor on the second floor of the capttol When they finally squeexed onto the dance floor all they had to do was wiggle a bit and they were dancing! O' i that were there did everything right during the day but most couldn't be sure because they supposed to be briefed at 8:30 In the morning but there so many there that Just a few got Into the room to hear what was to happen so It was kind of "follow the leader" all along In the parade sometimes my dad was the only one In step! -o- One realty hast thing that mom and dad got Into was that they changed clothes and head -quartered at Mrs Starting's which Is Just a block from the capital Some of the people had to stay a long ways from the center of activities and spent lots of time taxiing around In the traffic From what I read the big Inaugural splash this year will take place in Washington when George takes over in another attempt to aet the world In to analyze a community: There were 60 people who contributed to this study and this report helped Eldon be recognized as an 'all Missouri Certified City" This report also indicated the need for an organisation that would have a 501C3 designation to obtain grants and perform activities for tha betterment of the community The Eldon area Community Betterment Organisation has worked with the City of Eldon and the Eldon Chamber of Commerce to accomplish several projects I will name just a few projects that have been or will make Eldon a better community: the banner project Eldon on the Move aquatic center swimming pool skateboard park child advocacy program City of Eldon wastewater project housing rehabilita-i Trivia Challenge and numerous cfes tion Night ean uj projects These projects am others hive made Eldon partlaaanonpoUtlcal note EP can find no fault with '-on actions and words by Governor Blunt In his lint days of office Being young lent all that bad and hopefully he doesn't have too many "obligations" and "strings" attached to hamper development of programs put forward for betterment of the state and if a citizens How naany water glasses should four kids use between four In the afternoon and seven hi the morning? How many loads of dirty clothes for the should the same four kids generate each day? Are kids onjy supposed to use a bath towel once and do they just leave It on the bathroom Door whether they plan to uae It again or not? And about shoes and box shirts and sweaters belts etc should they be put In a pile or Just scattered haphazardly about the house on the floor? Ana uwrs to these questions were not taped to the nfrlgeratar doart I'm still pretty much In the dark aa to what a teenager's room should look like when It's "cleaned up" I bet Julia Platt the perennial teenager could shed some light on that question I ll Ask her Anyhow Mammy and DoDo are back 247 at 1013 Sasaafraas For now! EF la not la charge so he can't explain It but the Christmas tree la still up In the back corner of his office down at 415 South Maple Maybe whoever Is responsible haa forgotten It maybe they'll read this column and do something! Who knows! REPORT saleable to site consultants A major factor on people and businesses moving to a community an tha quality of life issues If all factors ara equal tha community that exhibits positive attitudes or banner is $28 each It is important that everyone remember that community development starts at home Please take a look at your property and fix up paint or discard unwanted dutter because 'company is coming! at the last minute Consequently most legislators don't even know what those changes are A 15-page committee de- bill dealing with say penalties for thoee who mrth could be changed by a floor substitute to include all sorts of completely different issues including weakening sentences on other types of drug offenses A good bill that was 15 pages becomes a bill that is 150 pages long and no one has a chance to read or understand the new bill before the vote This way of doing business is confusing and even sometimes deceiving The actions we have proposed will stop this misleading practice Eliminating these substitutes will keep bale in the form that we painstakingly shaped in committee The end result is better more sound and productive legislation for our state These changes have not been finished or adopted so some adjustments may be made along the way Throe are however the basic guidelines we're using in crafting anew system by which we'll consider and pass laws It is my sincere hope that these changes will end the division in the Missouri house and will produce good policy for -our state Everyone in Jefferson City Republican and Democrat was elected by the citizens of their districts to build a better Missouri These new rules will give us the opportunity to do just that I am your representative at the capitol so please feel free to contact me at Room 400C-C State Capitol 201 West Capitol Avenue Jefferson City MO 85101 or by phone at 573-751-2077 or by-email at rodneyachad0housemogov Hello from the capitoL I hope you had a good week but not nearly aa busy as mine In addition to all the regular activities they kept us freshman leg-ialaton buiy with mors train- i the ceremonies and inaugurations wind down ws can start the real work of solving problems and improving our stats There is a serious obstacle however to making effective laws Fm talking about the partisan bidwring and infighting here in the Missouri House of Representatives Over the years in the Missouri house efforts to change the state for the better have been centered on differences rather than goals Folks in our state have paid the price in government stalemate and inefficiency The problem doesn't lie mainly with the people serving in the legislature but instead with the system by which our elected representatives consider and adopt legislation Our current system to pus legislation is bared on conflict meant to promote strong debate The hope was that by heartily discussing ideas the best solution would win out and good policy would be adopted It's good in theory but in practice it leads to gridlock We need sweeping changes to specific House rules in Older to encourage cooperation instead of conflict We've proposed lengthening the committee process making sura that mors work gets done in committee This will make legislation better because in committee there is more time for sound discussion between tha experts from each side of These are meet- inga whera the people have a chance to input ana be a part ECONOMIC DEUELOPMENT irBxmnaux-iDH1 In the in the Missouri House has dominated debate and basically shut out the voice of the minority party Under the new rules things will be different allowing both sides of an issue equal time to make their voices heard Those in favor of an issue will get a set amount of time to speak and the opposition will get equal time This time wonT be unlimited but it will be enough to fully discuss the strengths and weaknesses iff the legislation being considered This will make the time for debate valuable and force both sides to put their best members out to speak on each issue This change will give us high quality discussions of the issues while cutting down on the controversial comments that some people make just to get their name in the paper The plan also calls for the elimination of floor substitutes for bills Put more plainly we want legislation debated that hss been developed by interested Missourians and experts on the issues A floor substitute provides an opportunity for outside special interests to add things to a well-intentioned bill The missioa of economic developers is to increase employment opportunities ana increase revenues for the area served and an economic opment program has many facets I have divided the economic development program for Eldon into throe mqjor headings They are: community development business retention and expansion and business recruitment entrepreneurship and home based business This article will address community development All economic development starts with community development The first step of community development is to analyse the strengths and weaknesses of a community This has been dons by the Eldon chamber of Commerce and the City of Eldon using the Missouri Community assessment (MOCAP) Then an five main categories and 87 subcategories used Program In the Classifieds the Good Stuff Goes Fast Shoppers who are hungry for
