September sales of U.S. Savings Bonds reached $2.02 billion, the highest September sales figure in the history of the bond program. The month's sales of $2.02 billion are an increase of 194 percent over September 1991 when sales were $688 million. Sales since last January have totaled $11.22 billion.

The 1992 fiscal year (October 1991 September 1992) sales reached 413.59 billion, a 48 percent increase over 1991 FY sales. The value of U.S. Savings Bonds held by Americans at the end of September reached a total of $150,321 billion as compared to $136,366 billion a year ago. Savings Bonds that are held five years or longer earn market-based interest rates or a guaranteed minimum rate, which ever is higher. Market-based interest rates change each May and November.

The guaranteed minimum rate is 6 percent. A "living will" is a document that declares the wishes of a person as to the withholding of life support systems in the event the person becomes permanently unconscious. Until 1986, South Carolina law did not recognize living wills.

In that year, the legislature passed the Death With Dignity Act which governs when life-sustaining procedures may be withheld. The law has undergone sweeping amendments in 1988 and 1991 which substantially rewrote its provisions. Under the Act, a person may complete a form called a "declaration of a Desire For A Natural Death." The form allows the person (or to choose not to be kept alive by artificial means in the event of a "terminal" condition or "permanent unconsciousness." The declarant may also decide whether heshe wishes to be fed artificially. The form must be properly witnessed and notarized. The Act provides for criminal prosecution for anyone who tricks another into singing a living will.

29648) SCN name Furr president COLUMBIA The board of directors of South Carolina National recently elected Anthony L. Furr as president of South Carolina National Bank. He succeeds WD. King who is taking on new responsibilities as head of the Retail Banking Support Services Group for Wachovia Corporation. Furr will continue as president and chief operating officer of SCNC, a position he assumed earlier this year.

"Tony has already integrated himself into the fabric of South Carolina National and I know that he will do a splendid job with these new responsibilities," said James G. Lindley, chairman and chief executive officer of South Carolina National. "While we will miss Doug King, I am excited for him and his new role within Wachovia," said Lindley. "He is uniquely qualified to head retail support services for the entire company and I know he will lead Wachovia to new heights in this important segment of banking." Furr is a graduate of the University of North Carolina at Chapel Hill and the American Graduate School of International Management in Phoenix, Ariz.
