ARTHUR WADE MOSS APRIL 20, 1917 FEB. 11, 2008 Arthur was a native of Trent, Texas and a resident of Turlock, 90. He was Past President of age Tulare Eagles Lodge and served as Secretary of Modesto Mens Bowling Association from 1958 to 1966 and was employed as an Auto and Auto Parts Salesman for Williams. He is survived by his daughter, Joan Cottle of Turlock; and son, Jerry Moss of Ceres; his brothers, Jerry Moss, Claude Moss and Virgil Ray Moss. He was predeceased by his parents, Charles E.

The shooting occurred about 3:30 p.m. in the parking lot of Maze Budget Meats at 125 Maze between South Washington and South Jefferson streets. The 28-year-old victim was in stable condition Sunday, said Modesto police Sgt. Paul Owen. Police arrested Jarian T.

Roya on Saturday at the Inn at 581 S. Ninth St. after he tried to hide in the back seat of a parked car, said officer Michael Amarillas. Roya of Modesto is being held at Stanislaus County Jail in the shooting and on suspicion of firing a firearm with gross negligence. His bail is $500,000.

He is a consummate professional. We are going to miss him." Denny Jackman, a former Modesto city councilman and a co-author of Measure a successful land-use initiative that limits residential growth in the unincorporated areas, agreed. "He's done a heck of a job representing the county," Jackman said, citing Freitas' work on the recent update of the agricultural element to the general plan. The board of supervisors sent the ag element back for more details and then drew the wrath of the building industry because it required builders to preserve equivalent farmland when takfarmland out of production. "I'm pleased with the work on the ag element.

It was a tough situation with land-use issues. It's a tough game," Jackman said. He also cited Freitas' work on the Salida Plan, a controversial development northwest of Modesto. "The county is fairly aggressive in urbanization. Salida is all prime farmland," Jackman said.

"It's very difficult to toe a straight line when you know the area urbanizing is prime farmland. I have nothing ill to say of the staff whatsoever, and Ron is a part of that." County Farm Bureau executive manager Wayne Zipser also praised Freitas. "I think he did an outstanding job, especially on land-use issues in agriculture," Zipser said. "I think he was fair. I didn't agree with him all the time, but het did a good job of representing the county." Dennis Wilson, a consultant who has represented many developers before the county, also praised Freitas.

"He has guided the county through many complex projects like Diablo Grande and the Sali- IN MEMORY OF presence the Holidays and just you being my Dad. ACCOMPLISHMENTS: Freitas, 58, counts the county's first general plan, approved in 1974, as a highlight. He praised the supervisors he has worked with over the years, and the staff in the planning department for making his tenure successful. The biggest accomplishment in those 35 years? The first county general plan, approved in 1974, Freitas said.

The plan rezoned 110,000 acres of virtually unclassified land into agriculture. The plan put to paper the philosophy that growth should occur in cities rather than unincorporated areas. "It was a defining moment," Freitas said. Other milestones included raising the minimum farm parcel from 10 acres to 40 acres in 1984; forming the first redevelopment agency in 1991; creating the county's first agricultural element to the general plan in 1992; adopting developer fees for public improvements in 1992; and merging the building and planning departments last year. Despite criticism to the contrary, Freitas said the county has by and large stuck to the pledge of directing growth to the cities.

The county population has remained relatively constant over the years, he said, while city populations have in some cases tripled. "In 1950, 75 percent of the population lived in the unincorporated areas and 25 percent were in cities. That's reversed now, with 75 percent living in Freitas said. Challenges coming up include completing the Salida Plan, coming to a decision on the Crows Landing Air Facility and West Park, a new general plan update, and a new housing element update to that plan, Freitas said. The tug-of-war between development and farmland will continue, he said, because the same factors that make the area ideal for farming make it desirable for people moving from colder climates.

Farming will survive here for a long time, Freitas believes, because people are aware of its importance, and groups such as the Central Valley Farmland Trust are working to save it. Large scale developments such as the West Park proposal at Crows Landing and the Salida Plan are a doubled- edged sword, eating up vast swaths of farmland but offering the ability to comprehensively plan for amenities such as roads, water and sewer systems, Freitas said. The economies of scale for developers make them more attractive, he said. As for his future, Freitas said he hopes to spend time hunting and fishing, and taking day trips with his wife. Price of Modesto passed away on Sunday, February 10, after a long illness. She was born on June 23, 1929 in Dardanelle, Arkansas to Johnnie and Lloyd Williams. Joan and her parents moved to Modesto, CA in 1941. She graduated from Modesto High School in 1947 and shortly after began working as a telephone operator for Pacific Telephone Company. She retired from the telephone company after 42 years of service.

Joan enjoyed her family, going to Reno, playing bingo, watching the Sacramento Kings, and was a member of the Telephone Pioneers Club. She is also survived by her three daughters, Kathy Delaney, of Modesto, Sandi Silva (husband, Dave) of Turlock, Barbara McDonough of Modesto; she is also survived by her grandchildren, Frankie Rodriguez (wife, April), Sunshine Shoup (husband, Rick), Aaron Snider, D.J. McDonough, Matt McDonough and Derek Snider; step-granddaughterin-law, Stacy Mikkelsen; seven great grandchildren whom lovingly refer to her as "G.G.", Kadie Jo Dias, Dillon and Dalton Shoup, Ashlyn, Kristin, Nathan and Madison Joann Rodriguez.
