In a final telecast before the election of a new Parliament Wednesday, Prime Minister Michael Manley paid tribute to the wounded candidate from his People's National Party (PMP) and irionu nho "lin- HI1U VUIV1 Ull sung heroes" he said had died as a result of political violence. The JLP, which is headed by Edward Seaga, reported that a mob surrounded a car in which Colin Williamson, one of its panHiHatoe anH tun cimnnrtora violence. Seaga claimed Sunday that nine of his men had been killed since the campaign began three weeks ago, and at least four or five of Manley's supporters have been reported killed. Dozens of supporters of both parties have been injured. Manley, who has been in power since 1972, urged the voters not to let fear of violence keep them at home. The election is rated as a tossup with the government party given a slight edge, and a heavy turnout is expected to help it.

Both parties are products of the trade-union movement, but the JLP is more conservative. Manley has campaigned for another five-year term to expand his program of "democratic socialism," which he claims is narrowing the gap between the island's rich and poor. Seaga attacks the ties the prime minister has developed with Cuban Prime Minister Fidel Castro, accuses him of leading Jamaica toward communism and says if he gets in he will seek foreign investments to improve the economy. it, were riding, riddled It with bullets and firebombed it. mass murders in modern South Carolina history. Donald "Pee Wee" Gaskins and three other persons have been charged with murder in Yates' death. Gaskins and Walter Leroy Neeley were convicted earlier of murder in the death of one of the eight persons whose bodies were unearthed near Prospect. Yates' body was found last Wednesday in a shallow grave in the Ropers Crossroads area of Williamsburg County near the Sumter County line. The body of a young girl was found in the same area last month.

It has not been positively identified, but authorities believe it is the body of Kim Ghelkins, a missing 13-year-old Charleston girl. It was a search for her that led to the discovery of the Prospect bodies. Still another body-that of 17-year-old Patricia Ann Allsbrook of Sumter-was found in a septic tank in the Concord section of Sumter County last month. The warnings will take several forms, including labeling all monitored telephones and notification in telephone directories of numbers subject to monitoring, a Bell spokesman said. The company agreed to public notification last Wednesday in a letter to the N.C. Utilities Commission. Atty. Gen.

Rufus Edmisten last October asked for the notification to protect individual privacy. The company spokesman said Bell would pay any extra cost of noting monitored numbers in directories, but said it was unclear who would have to pay for the labeling of monitored phones. Most companies leasing Bell equipment under a program called service-oDserving are large businesses, according to the spokesman, and some monitor as many as 100 telephones. Ford made a comeback from the 30 percentage points he was behind Carter at the time of the Republican National Convention, "that is probably un-paralled in recent political history," Harrison says. Harrison believes the party can appeal to blue collar workers and blacks without sacrificing its principles.

It has to create an image of being progressive rather than a party of the status quo, he says, of being for specific programs rather than always being against programs, of being a party of the people of Middle America rather than a party of special interest.
