Illegal purchases of 1934 Bankhead certificates would result in lowering the 1934 cotton production records of individuals who made the illegal purchases and of the county in which they operate, say Agricultural Adjustment: Administration officials. Violaton of the rules governing the transfer of the 1934 Bankhead certificates will reduce the 1934 production record of the individual who made the illegal purchase and will reduce the 1934 production record of the county in which the purchaser lives by the number of pounds of cotton represented by the certificates purchased, unless proof of such illegal transfers is submitted to the cotton division of the AAA. Production in 1934 is being determined by adding the number of pounds of cotton allotted to the county for which certificates were issued in 1934, the pounds of cotton: on which the tax was paid in cash, and the number of pounds represented by certificates bought from the national certificate pool by producers in the county.

From this total is deducted the number of pounds of cotton represented by the certificates dered to the national pool from the county and the number of pounds represented by unused certificates still in the hands of producers in the county. The difference between the totals will be the county production for 1934. The same procedure will be used in establishing each individual producer's 1934 cotton production. Where the AAA has no record of illegal transfers of certificates, the number of pounds of cotton represented by such transfers is credited to the individual and county from which the illegal purchase is submitted to the administration.
