The appeal made by a correspondent in these columns for immediate attention on the part of the public to the metric or decimal system of meas- nrement is timely and to the point.

The Old World is getting ahead of us in this respect, and by discarding the cumbersome measurement which we employ and adopting the new and more as well as more convenient system they possess one element of progress that we have not, at least in general use. It is time that in all departments of trade, as well as science and industry, we get rid of the arbitrary methods which we still stick to, and accept those which are common, or soon will be, to all civilized countries. The more scientific occupations are already employing the metrical system, and have pledged themselves to use no other after the Fourth of July, 1876. That would be a good time, certainly, for all classes and inteiests to join in this progressive movement. Although the people cling with great tenacity to all forms, they will be delighted when they see the simplicity and beauty of the new method.

Our correspondent suggests that the course pursued by Germany when the system was there putting charts of instruction in public places, would work well here. Unlike our present system, it will not require laborious memorizing to learn the new. Just a few simple principles to acquire, and the thing is done; and ii is time that the peo- j)le set about it. A bad been foreshadowed in these despatches, ex-Senator Chandler was to-day announced as the new Secretary of the Interior, and was promptly sworn into office by Chief Justice Carter, of the District Supreme Court, and later in the day Mr Chandler occupied a place in the Cabinet Council.

He will formally enier his new office to-morrow, and in a few days he will go to Detroit tor the purpose of bringing his family to this city. Nearly everybody is surprised at this St lection by President Grant, although it is well known that Mr Chandler aspired to a in the Cabinet ever since bis defeat last Fall in hw endeavor to be re-elected to the Senate. appointment is generally as evidence of the fact that the President experienced difficulty in fiodiag such a man as he wanted who was wiH- ing to subject himself to the (rials and tribulations of a Cabinet officer, for the honor of holding such a position for the limited time which remains fo this Administration, in short, that be was obliged lo take a defeated, broken down politician to bll a vacancy in his council. Even the other members of the Cabinet are apprehensive of severe criticisms upon this action of the President. Some persons go so tar as to predict that the Senate will not confirm the nomination of Chandler.

The day was in all respects entirely favorable. and altliougli tlioro was some little delay on ibe part of some who were to join tlie display, yet all were there iilliniately, and all got away up the avenue in line style. The gentlemen composing Ibis club are all members ol the American Jockey Club, and comprise its Governing Comimttee. One of the rules of the Four-in-IIand Club makes it im- peiative that each member shall drive his own team, and although there was not quite so mueli skill displayed in the management of the leailers as may have been seen witli the four-in-hands of antc-ruilroad the fault may have been a- much in the leaJers as the drivers.

Mr team was evidently the best drilled ard most used to working together in quadruple harness, and hence were the easiest managed. Five drags jmt in an appearance yesterday, driven by the following gentlemen: Mr Jainea Gordon Reiinctt, Col. William Jay, Mr Thomas Newbold, Frederick Rronsoii and Mr Leonard W. Jerome. Two ot these, Mr and Mr have been fully described.

Col. Jay drove the old Dorking coach, which is the heaviest drag belonging to the Club. It was built by Gowan. ot don.and has a black body ith yellow panels and wheels painted red. The team consisted of one brown and one chestnut liorsc at the pole and a pair of bay leaders.

Mr Newbold drove a team eomposed of two bay and two brown horses, cross- matched, and the old Knickerbocker Club drag. J'liis is also an English coach, and was built by May Jacobs, of Guilford. Surrey. It is not quite so heavy as the Dorking, and has a body painted black, and red wheels striped with black. team consisted of four well matched dark bay horses, uniform in size and color.

The drag was built by Peters Son, ol London. It has a idack with red panels in the door.s, and red wheels. As stated, it was late before the start was effected, and when they did move off Mr Jerome had not made his appearance. The other four were ranged alone the upper of Madison Bennett first, Mr Jay second. Mr Newbold third, and Bronson fourth.

The coaches were ail heavily laden with passengers, many of them ladies. At the signal was given to start, and one alter the other they turned into Fifth avenue, up which they proceeded at a brisk trot. Six minutes later Mr Jerome, who had been a'ter his passengers came briskly up Madison avenue, drove out of Twenty-sixth street, tuined up Fifth avenue, and followed on toward Jerome Park. A peculiar feature in conneclion with these four-in-hand drags is the tact that, ordinarily, the passengers ride on top, while the coachmen, the inside. They are fitted up with all the conveniences necessary for the comfort of a pleasure party.

There are ample lK)tile-raeks, and ice-boxes under the elevated seat at the rear, while in iront are arranged for the accommodation of extra wraps, and outside is suspended a long wicker basket as a receptacle for canes, and beneath the seats inside there is room to stow away baskets of salad, boned chicken, and other necessities of a picnic. A POLITICAL QUAKKEL, the primary meeting for the election of delegates to the Democratic County Convention of llielson county, at Union Hill, last night, two tickets were in the field. Before an ballots had been cast one of the parties began an attack on the ballot- boxes and destroyed a large number ol tickets. general fight ensued, and the Judges of Election were roughly liaudled. The police arrested one of the ringhaders.

The whole excitement is said to liave grown out of a resolution oflered in the Board ol CouDcilmen last week by Fitz A. Meyer to abolish the Bible ironi the common schools, which was laid over for a final vole night. THE third AVENUE SAVINGS BANK. The Receiver of the Third Avenue Savings Bank has not completed his statement. It is known, however, toat the books have yielded some interesting figures.

Spencer K. Green received Iroui the bank between $70,000 and in salarv as President. The investigation has e.xonerated Mr Daniel Bates, the last President, showing that be drew no money ircni the bank as salary or otherwise. There has bfpn some talk about the bank resuming busiuess under the management of Mr Carman. The b.iok corporation has been dissolved, and is incapable of either paving out or rece.ving deposits.

The mother ol the family had gone away, leaving the hou.se in charge of three children, who endeavored to kindle a fire with kerosene during her absence. The fire in the stove ignited the oil in the can. which ex ploded, enveloping tne house in flames and so badly burning the little boy, who was lighting the tire, that there are nc hopes of bis recovery. One ot the little girls, about 13 vears old, escaped without Injury, hut the other child, a little girl about 4 years old, ran to a closet and shut the door. She was not discovered for hours, when her charred remains were found, at CHARLESTON, WEST VIRGINIA.

incinnati ct Charleston, West Virginia, special says that a fire to-night, commencing in restaurant on Capitol street, burned from the Cotton Opera House to Virginia street, destroying seven storehouses. The Opera House and Courier budding barely escaped. The loss on the buildings is estimated at very little insurance.
