The contractor for the alterations was C. 0. Lewis and the decorating A. J. Clark.

The specifications were subject to variation, where but the changes have been few. The result of the decorative scheme adopted after the visit of the committee to several adjacent cities for insjx'ctiou of public buildings, is an interior very handsomely adorned in jan elaborate and substantial manner. The colors have been admirably chosen and blend harmoniously, and have been applied with reference to their appropriation to the different rooms. The walls in nearly every part were in such a condition' that the use of burlap was indispensable and it has been generally employed. The halls are in Vandyke brown and Teco green, with stencil borders.

Court Room Transformed. The fine court room has been embellished in everv part. The color jfor the Lincrtista Walton wainscot-ling is green, side-walls burnt orange I and cornice and metal ceiling shades iof creahi. The ceilinehas silt and silver omamentattion; the stencil freize is in dark green as also the cornice brackets and window frames ami the sash white. The settees are painted dark green and the arms and top rail are in varnished walnut.

The bar Tails and jndges desk have been varnished, anad all parts of the room share in the treatment "given. The general effect is strikingly admirable and the room complete and attractive in all its decorative features. The jury room has. Vandyke brown and cream for the colorings the room for jnembers of the bar follows in its colors the court room; the judge's room is neatly papered. In the jury room has been arranged a large coat closet' and both this room and that for attorneys have new hard maple flours.

On the Lower Floor. On the lower floor, the treasurer's office side walls of chocolate brown, ceiling of cream, frieze stenciled in dark green, and woodwork in white -enamel. The folding doors have been moved from the partition in the treasurer's office to that separating the two parts of the county superintendent 's 6f-fices. In the latter rooms the wainscot is Teco green, the walls dark Turkish red, the ceiling cream and the woodwork seal browp. The board of review; room has the side walls in Indian yellpw blended into cream at the top, the latter the ceiling color, and the woodwork in Vandyke brown, the sash white.

Provisions for Public In the improvements introduced are toilet and retiring rooms on the first floor for ladies lavatories; closets in the basement for men. PLAN CONTESTS III MID-AIR Jamestown Exposition Will Offer Eaces Between Airships and Voy-- ages Through Space to Visitors. Several applications have been made to the Jamestown Exposition management for permission to operate dirigible balloons and airships at the celebration in 1907.

For the first time in the history of aerial navigationair vehicles will be used commercially, that is to convey passengers. Hitherto all attempts to conquer the air have been mere spectacles and have subserved no useful purpose except in so far as demonstrating the possibilities of lev-itation and dirigibility. rT Only have occupied places in the balloons or vessels and the general public's interest in the matter has always been that of spectator. At the Jamestown Exposition, if the company is satisfied that the air conquerors are entirely safe, passengers will be carried from the shore to the ships and elsewhere through the air. This aerial navigation is quite dissimilar to the ascension of captive balloons, which has hitherto been the onlv form of ascension in which the public has participated.

Santos Dumont and several others have proved the possibilities of directing airships almost at will, and an American inventor, Captain Thos. S. Baldwin, has perfected an airship until it is almost as easy to navigate as an ordinary yacht. In connection with ('apt. Baldwin's effort to subjugate the air, there are two men who have been brought prominently into public notice as inventors of these crafts Lineoln Beachy and Roy Knabenshue.

Whether these famous air captains will "each command a Baldwin ship at the Jamestown Exposition -or whether they will be engaged by rival constructors, cannot now be ascertained, but both of them will be present at the and will direct airships. That they will contest for prizes in speed and directness of course is certain, whether they are employed by the same concern or not, but a far greater element of sport will be added if rival constructors each secure the services of one of these men. Baldwin is not to be the only inventor, There is another all conqueror who has filed already his application for a concession. And probably there will be several others, so races a nd contests of every sorf overhead are assured as features of the Tri-centennial. He has been a unique figure on the police bench and his retirement will rob the newpnpers of many a good story. The lectures he gave the prisoners have gone down in the local annals of metaphor and wit. He had a habit of sentencing his steady patrons to go to church regularly, to take a bath, to visit the police station daily to have their breath smelled, and other unique punishments.
