Mailliard Ex-congressman SAN FRANCISCO William S. Mailliard, who represented San Francisco in Congress for 21 years, is dead. He was 74. Maillard suffered a heart attack Wednesday at Dulles International Airport near Washington, D.C. He and his wife were traveling to the family ranch in Mendocino County for a celebration of his 75th birthday.

In the House of Representatives, Mailliard was the ranking Republican member of the Foreign Affairs Committee and a senior member of the Merchant Marine and Fisheries Committee. He left Congress in 1974, when he was nominated by President Nixon to be the U.S. ambassador to the Organization of American States. He stepped down as OAS ambassador when President Carter took office in 1976, and went on to serve as president and secretary of the Former Members of Congress organization. Maillard graduated from Yale University in 1939.

He also served in the Navy, facing combat duty in the Pacific. He was awarded a Silver Star, a Bronze Star and numerous campaign ribbons and served as an admiral in the Navy Reserve. Mercedes Bernadine Giovanetti March 10, 1907 June 11, 1992 Mercedes B. Giovanetti, 85, of Modesto, died Thursday at Memorial Medical Center. She was a native of San Francisco and had lived in Modesto since 1955. She was a homemaker. She is survived by her daughter, Mercedes Judith Greene of San Jose del Cabo, Baja California; sister, Wilda H.

Nathaniel "Nat" Pierce Band leader LOS ANGELES Nathaniel "Nat" Pierce, co-leader of the 16- piece jazz band Juggernaut and an accomplished pianist and composer, has died.

He was 66. Pierce died Wednesday at Kaiser Permanente Hospital of complications from an abdominal infection that he contracted about two weeks ago, said his wife, Cathy Sweeney Pierce. Juggernaut, which Pierce led with drummer Frank Capp, played at clubs throughout the Los Angeles area and appeared regularly at such events as the Playboy Jazz Festival at the Hollywood Bowl and the Malibu Arts Festival. "Pierce remains the undefeated champion of the Count Basie impersonators," Los Angeles Times jazz critic Leonard Feather wrote last year. "In an extended blues solo, his idol's choice of notes, subtle beat and elliptical humor were flawlessly lined." Pierce replaced Basie when the legendary jazz master was ill, and worked with the Basie group When you need to say more.

Mrs. Gubisch was a native of Zombonga, Philippines. She had lived in Delhi since 1986. She was a homemaker. She is survived by her husband, Walter R.

Gubisch of Delhi; children, Trudy S. Rohas of Dublin, Lynn Ann Vasques of Delhi, Lorraine Angela and Tina Marie Taylor, both of Fremont, and Walter Anthony Gubisch of Lakewood; three brothers; one sister; 14 grandchildren; and three great-grandchildren. today at the Allen Mortuary. Therese Jorgensen Aug. 8, 1905 June 10, 1992 Therese Jorgensen, 86, of Columbia, died Wednesday at Sonora Community Hospital. Mrs. Jorgensen was a native of Brussels, Belgium.

She had lived in Columbia 34 years. She was an ice skater. She is survived by her husband, Richard E. Jorgensen of Columbia; son, Richard E. Jor- off and on for 30 years.

A native of Summerville, Pierce was the last bandleader to perform in the old Savoy Ballroom in New York. In addition to his wife, Pierce is survived by three daughters, Cher Cameron of London, and Linda Fey and Robin Glish of Orange; a stepdaughter, Shawnn Huelbig; and four grandchildren. Samuel S. Walker Publisher Samuel S. Walker, the founder and president of the New York publishing house that brought John le Carre's novels to America, has died in a boating accident near his home in Stonington, Conn.

He was 65. Walker disappeared while kayaking alone in Long Island Sound on May 29. His body, washed ashore, was discovered several miles away by a fisherman on June 7. Born in 1 Manhattan, Walker founded Walker Publishing Co. in 1959, and it got its start publishing popular British mysteries in America.

Over the years, the family-run company branched out into publishing children's and non-fiction books, including scientific works by Isaac Asimov and reportage by Harrison Salisbury. From 1951 until starting Walker Publishing, he was director of Free Europe Press, which was af- gensen of Oakdale; and sister, Louise Schlorman of Burbank. A memorial is set for 11 a.m. today at St. Patrick's Catholic Church, Sonora.

She was a teacher. She is survived by her son, Lynn Miles of Hughson; and two grandchildren. A funeral is set for 1:30 p.m. today at Ceres Chapel of Franklin Downs. Services will conclude at the chapel.

Visitation will be at 10 a.m. today at the chapel. William L. Pirtle June 2, 1912 June 7, 1992 William L. Pirtle, 80, of Oroville, died Sunday at his residence.

Mr. Pirtle was a native of Missouri. He lived in Denair 36 years and in Oroville the past 18 years. He was a U.S. Department of Agriculture inspector at Armour Co.

Ronald Edward Rhodes Dec. 18, 1941 June 8, 1992 filiated with Radio Free Europe. Under Walker, the agency used helium-filled balloons to dump newsprint editions of George Orwell's "Animal Farm," the Declaration of Independence and other banned works in Poland, Hungary and other communist countries. During World War II, he temporarily interrupted his education at Yale to go the European front, where he was a correspondent for The New York Post. He is survived by his wife, Beath Bready of Stonington and Manhattan; three sons, Sloan of San Francisco, and Ramsey and Timothy, both of Manhattan; a sister, Audrey Perkins of Rumson, N.J., and a brother, Dr.

Michael Walker of Bethesda, Md. John Martin Insurance industry spokesman John J. Martin, a senior vice president at Aetna Life and Casualty Co. and a national spokesman for the insurance industry, died on Sunday at his home in Suffield, Conn. He was 57.

He died after a 13-month battle with brain cancer, said Elizabeth Krupnick, a spokeswoman for Aetna. Martin spent virtually his entire professional career with Aetna. After graduating from the Ronald E. Rhodes, 50, of Oakdale, died Monday in a traffic accident on Claus Road north of Briggsmore Avenue, according to the Stanislaus County coroner's office. Mr.

Rhodes was a native of San Pedro. He had lived in Oakdale for 45 years and was a mechanic. He is survived by his children, Ronald Edward Rhodes Angela Burton and Colin Rhodes, all of Modesto, and Rawnell Rhodes of Arizona; sister, Loretta Pound of Ripon; mother, Dorothy Rhodes of Oakdale; and seven grandchildren. A graveside service will be held at 2 p.m. today at Lakewood Memorial Park, Hughson.

Staley was a native of Escalon. He had lived in Modesto prior to moving to Bakersfield 10 years ago. He was a musician and had worked for Kern County for five years. He is survived by his wife, Victoria Staley of Bakersfield; children, Angela Hyde of Wallace, Chris Staley of Carson City, Kara Staley of Modesto, Misti Reynolds and Mindi Parmley, both of Bakersfield; brother, John Staley of Riverbank; sisters, Joanne Bradcliffe and Esther Staley, both of Modesto; mother, Barbara Staley of Riverbank; and four grandchildren. A graveside is set for 2 p.m.

Anderson was graduated from the City College of New York in 1922. He joined Kinney in 1931 as a buyer, became the company's general merchandising manager in 1945 and its president in 1959. Anderson was a director of numerous companies, including F.W. Woolworth and Coca-Cola Bottling Co. of New York, and served a term as president of the National Association of Shoe Chain Stores.

Anderson is survived by his wife, Dorothea; two children, Clifford of Little Silver, N.J., and Richard of St. Louis; a brother, Arthur, and a sister, Mabel McIndoe, both of Lancaster, five grandchildren, and three greatgrandchildren. Cathy Ann Ellis Bennett Attorney GALVESTON, Texas Cathy Ann Ellis Bennett, a pioneer in jury-selection techniques who helped with William Kennedy Smith's successful defense last year, died Tuesday of cancer. She was 41. One of the nation's leading tri- University of Massachusetts in 1958, he joined the company as an underwriter and went on to serve in various positions at the corporate headquarters in Hartford and in Aetna's field office in Denver.

He served as vice president of corporate communications and was appointed president of the Personal Financial Security Division in 1988. He became senior vice president for marketing in 1990.
