services By KARYN HUNT Bee staff writer Final approval of much heralded Village I plan was delayed for two months Wednesday night after Stanislaus County officials raised last-minute concerns that they afford to serve 20000 new residents By a 4-1 vote the Local Agency Formation Commission delayed for 60 days the approval of a 1700-acre annexation on the northeast border of the city That powerful five-person commission oversees boundary expansions It was a setback for the plan which has been heralded as the planning wave of the future Modesto City Manager Ed Tewes pleaded with the commission to approve the annexation anyway because the city has worked on it for three years and needs to move on Modesto Mayor Dick Lang and city staff members were angry that the county waited so long to raise their concerns The city held 36 public hearings over the past three years It carefully walked Village I through the planning and approval process which included a ballot initiative in November where voters approved a sewer extension to the village County officials agreed Village I is a great plan and they gave few excuses Wednesday for broaching the issue so late They said the full realization of the problem became increasingly evident only recently as they began to see the devastating effect state funding cutbacks had on the county budget They argued the timing was secondary to the importance of the issue Assistant County Administrator Reagan Wilson estimated the 20000 new residents Village I is projected to house would cost Stanislaus County an additional $21 million per year in additional services such as jails libraries and social services here tonight because the county is concerned it will not be able to meet its public service he said See Back Page VILLAGE I From
