various reasons The commissioners also have moved projects up for earlier construction In his CIP cover letter to the commission City Manager Gene Denton also noted "The majority of projects listed are scheduled for budget planning and (that) does not necessarily mean the projects will be completed in the years According to the proposal $455 million would be spent to complete all the projects scheduled for this year THE CITY WOULD raise $18648000 through general obligation bonds with the rest of the costs $26860000 paid with federal funds revenue bonds cash state funds and special assessments on property owners who are in the areas improved During the six-year period 1979-1984 covered by the proposed CIP the city would spend an estimated $169836000 an increase of $3174 million over the 1978-83 CIP The total does not include projects for the city utilities which are supported by their own revenues Denton said a "significant" increase is in the drainage projects proposed
