Instead of calling ths death penalty a failure It should be given a fair trlsl. The New York World notes the fact that New York and Chicago together have a population about equal to London. In 1911 these two cities had a total of 417 murders, Just twenty times as many as London, and London hanged fifteen of Its twenty.
