Davidson apparently died of natural causes after going to her garage Thursday night. Cooper said she was found by a neighbor, David Bouk. who had gone to check on her after noticing her window blinds were not lowered Thursday night. Cooper said Mrs. Davidson had been under a doctor's care.

Basque region given home rule MADRID, Spain (AP) Spain's northern Basque region, autonomous before the Spanish Civil War, was granted home rule Friday by the government of Premier Adolfo Suarez.

Manuel Clavero Arevalo, minister for relations with the three Basque provinces, made the announcement after a 10-hour cabinet meeting. The Basques lost their right to home rule in 1939 when the late Gen. Francisco Franco took over the country after winning the Spanish Civil War. Many Basque nationalists have said their people 2 million in Spain's population of 35 million were victims of police repression under the right-wing regime of Franco. The Basques are an ancient mountain people with a distinctive culture and language.

Economic index ideclines slightly WASHINGTON (AP) Economic indicators released Friday gave out weak signals for the start of the new year. declining for the first time in five months. However, government economists said the 0.2 percent drop in the index of leading indicators in November was too small to set a trend and predicted continued economic growth.

The one-month decline followed moderate increases of 0.6 percent in September and 0 8 percent in October. It was the first decline since a 0.2 percent drop in IMay and June. "The three-month figures indicate a rising trend in a growing economy," said Courtenay M. Slater, the Commerce Department's chief economist. Half of the 10 available indicators rose and half fell for November, with the sharpest drop registered by the money supply.

DWIGHT (PNS) Two men who want io build apartments in Dwight and get a Farmers Home Administration loan, When only one FHA loan can be made, presented their cases to the Dwight Planning Commission Thursday night. No decisions were made. Leo Palen, Forrest, explained a proposed four-building, 16-unit apartment complex he plans to build east of old U.S. 66 between South and James streets. Forty units on the east side of Illinois fl was the proposal of Patrick Culp, a representative of and Investments, Peoria.

The commission asked Palen to give Jhem more information after a Dec. 8 public hearing to rezone the property from business to multiple dwellings. Palen said he plans 12 apartments with jtwo bedrooms and four with one bedroom. He said he expects low and moderate income singles and families as tenants and considers middle-aged and elderly people as prime tenants. Palen told the commission he applied 'through the FHA for a loan with lower "interest that requires no household make jnore than $15,000 a year.

Palen said his rents would range from "$150 to $165 monthly. The commission 'heard a report on rents in Dwight later, "end was told one room rented for $100 a Imonth, while a one-bedroom apartment I was $160, and the range went up to $300 for a two-bedroom apartment. Both Palen and Culp want the FHA loan but the agency will only approve one such project at a time in a village. Once one project is built and rented, the other then might get approval. Frederick Strufe, whose property is adjacent to Palen's proposed site, presented a petition by homeowners objecting to the apartments.

Strufe said residents were worried the units would be rented to transients and lower property values. He also questioned if a change wouldn't be spot zoning. Palen replied he would rather leave an apartment empty than have, someone who would damage it. He said he hopes to rent to local people and would have a local manager screen applicants. On spot zoning, Don Schafer, planning consultant, said that areas classified R-4, multiple dwellings are buffer areas to seperate industrial and business districts from single-family homes.

The commission tabled the matter until Palen receives regulations and building codes from the FHA. Later, Culp told the commission the 40 units his firm wants to build would be on property now owned by Lyle Brierly. He said the firm would not buy the land unless he is able to build on it. Culp was told his preliminary plot plan would have to be redrawn, since one of the new sewer trunk lines would be under one of the proposed buildings. Culp will present his petition to rezone five acres from agricultural to R-4 later.
